About this file

This is Amendment #2 to Request for Bid (RFB) No. 20-0061 issued by the University of Wisconsin-Madison Purchasing Services for the purchase of a Field Assisted Sintering Technology System. The amendment was issued to address questions received from bidders regarding the procurement. The original bid document remains the controlling document for the resulting contract, and bidders must acknowledge receipt and compliance with this amendment or their original bids will be assumed to meet all amendment conditions. Key technical specifications clarified through the bidder questions and answers include: 3-phase 480V electrical voltage availability at the installation site; vacuum requirement of 20 mbar as acceptable (finer vacuum not required); and delivery on an FOB Destination Installed basis, with the university responsible for infrastructure preparation and the vendor providing technician support for machine connection to cooling water and electricity. The installation location must be easily accessible, preferably on the ground floor, though specific site information was not available at the time of the amendment.

Bid prices and terms are firm for sixty (60) days from the date of bid opening. Payment terms allow for invoices to be paid after 30 days, with bidders permitted to propose alternative milestone-triggered payment plans. The university indicated it does not have an existing water cooling tank and circulation system and requested a single package system with internal or external cooling capability for long-term reliable operation. Regarding jurisdiction and governing law, while not preferred, the university indicated willingness to consider neutral jurisdictions such as Switzerland or Sweden. All bidders must certify that they have not engaged in collusion, that the bid was independently prepared, and that no conflict of interest or debarment issues exist.
