About this file
This document is a set of guidelines for uploading and submitting a bid or proposal, providing comprehensive instructions for potential vendors. The document outlines five key tips for successfully submitting a bid, emphasizing the importance of carefully following solicitation instructions to avoid disqualification. The guidelines cover critical aspects of bid submission, including thorough review of instructions, correct file uploading and naming conventions, clear cost presentations, proactive legal considerations, and timely submission.
The guidelines specifically highlight the need for vendors to make costs transparent, providing detailed cost breakdowns and avoiding situations that require manual calculations. The document notes that failure to normalize costs with other proposals will result in zero cost points. Additionally, the instructions stress that the organization's terms and conditions are typically non-negotiable and must be included in any agreement. The document also warns against requesting deadline extensions and emphasizes submitting proposals well in advance, with technical difficulties not being considered valid reasons for extension unless they impact most vendors.

HELPFUL TIPS FOR UPLOADING YOUR BID
We reserve the right to disqualify any proposal that does not adhere to the solicitation instructions; however, we generally strive to be flexible. To avoid common mistakes, please follow these guidelines:
1. READ ALL INSTRUCTIONS – Do not assume familiarity with the process, even if you have responded to numerous solicitations. The solicitation will specify key information required for your proposal.
2. UPLOAD AND NAME FILES CORRECTLY – The solicitation provides detailed instructions on the number of files to upload and their format. Ensure each file is named according to the specifications outlined. Include your company name or acronym in the file name to facilitate sorting (e.g., “FILE 1 – ABC Corp,” “FILE 2 – ABC Corp”).
3. MAKE COSTS CLEAR – All costs must be clearly stated in your quote. Avoid requiring us to perform calculations. Specify the cost for each item and unit of measure. If there are variable costs, provide a detailed table to assist us in calculating them with projected numbers.
Failure to normalize costs with other proposals will result in zero cost points.
4. ADDRESS LEGAL MATTERS IN ADVANCE – Our terms and conditions are typically non-negotiable and must be included in any agreement. Address any legal concerns before submission to prevent delays.
5. AVOID PROCRASTINATION – Do not request deadline extensions unless absolutely necessary.
Submit your proposal well before the deadline and address any questions early. Technical difficulties, such as internet outages, are not valid reasons for extensions unless they affect most vendors. We can confirm receipt of a proposal but do not have access to its contents until after the deadline.
