About this file

This is a Flashing Warning Device Permit issued by the Pennsylvania Department of Transportation for Fell Township in Lackawanna County. The permit authorizes the installation and operation of pedestrian crosswalk warning equipment on State Route 171, Segment 0020, Offset 1160. The project includes two in-sidewalk pedestrian crosswalk pedestals equipped with flashing warning devices and associated signage. The devices will be pedestrian-actuated, producing 70 to 80 yellow flashing periods per minute upon push button activation, with each activation period lasting 25 seconds. The installation requires six W11-2 signs, four W16-7P signs, two R10-25 signs, and two W12-2-1 signs. The permit was approved on July 8, 2026, by Michael B. Carroll, and the installation must be completed within twelve months of permit receipt. All work must comply with Pennsylvania Vehicle Code and Department of Transportation regulations for traffic signs, signals, and markings, with the permittee responsible for maintaining the device in safe condition and assuming full liability for any damages or injuries resulting from construction, maintenance, or operation.

The permit establishes that Fell Township is the permittee responsible for the installation and ongoing maintenance of the flashing warning devices. The permittee must indemnify and hold harmless the Department of Transportation from all liability claims. The Department of Transportation retains the authority to revoke the permit if the permittee fails to comply with permit conditions, fails to implement ordered changes due to altered traffic conditions, or fails to commence operation within the specified twelve-month timeframe. No changes to the device's construction or operation may be made without prior written approval from the Secretary of Transportation.
