SCOPE OF WORK FOR US COAST GUARD MSRT WEST – Biannual Recertification of Fast Rope, SEAS-1 (SAR Warrior) Bottles

STATEMENT OF WORK FOR THE PURCHASE OF
(2) Twenty Foot Shipping Containers
1. JUSTIFICATION:
Regional Dive Locker Pacific (RDLP) is often requested to perform diving services to locations where access to Recompression Chambers is severely limited. The US Navy Diving Manual (and US Coast Guard Diving Program Manual) defines three levels of chambers as accessible within 5 minutes, 1 hour, and 6 hours (Levels I, II, and III respectively). Many of the remote locations of the dive services provided are well-beyond the Level III limitation, not to include the time required when an Emergency Action Plan is initiated. Examples include: Kwajalein, Palau, Midway, Chuuk, Samoa, Antarctica, Tinian, Saipan, or even domestic locations including the outer Hawaiian Islands and Alaska. Because of this fact, RDLP has been selected to receive the first two (of five) Recompression Chambers to be delivered to each Coast Guard Regional Dive Locker.
The acquisition of (2) climate-controlled standard-size 20 foot shipping containers for the storage and shipment of life-support equipment along with the organic capability of our own Chambers to support any hyperbaric injury will allow for appropriate emergent treatment in any remote location around the globe and the ability to bring required ancillary diving equipment along with the Chamber.
The current alternative of storage and shipment of life-support equipment, unprotected and exposed to the elements of a salt-water environment, is inadequate, and significantly expedites corrosion, as well as wear and tear. Additionally the current alternative of storage and shipment of the aforementioned equipment increases the likelihood of damaging or misplacing vital components and rendering any mission inoperable. Having a diving capability reduced by lost or damaged equipment is unacceptable when urgent requests are formalized by high value US Coast Guard Assets or when an area is in need of Humanitarian Assistance and Disaster Response and/or in the response of a personnel casualty.
Without the protective storage space and the ability to quickly travel with associated ancillary equipment (diver-air compressors, generators, surface-supplied diving systems including helmets, medical equipment, pallet boxes full of self-contained underwater breathing apparatus, salvage equipment, hydraulic tools and hydraulic power units, etc) would be an extreme waste of resources and an important, organic US Coast Guard capability diminished. If delays are incurred in response and the inability to quickly deploy exists, RDLP Divers would be exempt from high-priority missions forcing commercial contracting services rendered from commercial diving companies at an exponentially higher, non-cost-effective rate for any diving service. If the proposition does not come to fruition, RDLP’s response time to disaster or in the event of an emergency is significantly increased and the equipment required is, again, susceptible to significant corrosion and damage.
2. SCOPE OF SERVICES:
The requirement is to provide Regional Dive Locker Pacific with (2) 8X20’ one-trip shipping containers with (1) 36” steel personnel door with lockset and climate control via (1) 12k BTU AC unit (each), caulk and industrial-grade zinc coating on weld points including delivery.
