About this file

This is a Scope of Work document for the Dallas Area Rapid Transit Authority (DART) detailing the installation of Passenger Emergency Communications Devices (PECs) at downtown and outlying transit facilities across the Dallas metropolitan area. The project encompasses the installation of 38 PECs across 20 locations, including West Transit Center, Rosa Parks Plaza, Forest Lane, Inwood/Love Field, Downtown Garland, Spring Valley, Arapaho, Downtown Rowlett, Market Center, Trinity Mills, Carrolton/Frankford, JB Jackson TC, Cityplace, Parker Road, LBJ Skillman, Addison TC, Malcolm X, Bachman Station, George Bush Cityline, East Dallas, and NW Bus Division. The devices include four types: Type 1 PEC towers with solar panels and strobe/keypad functionality; Type 2 PEC towers without solar panels featuring charging systems, transformers, and batteries; Type 3 wall-mounted phones with line connections; and Type 4 platform-mounted PEC towers with line connections. DART will supply all emergency phone stations and cellular devices, while the contractor is responsible for engineering design, foundation preparation, concrete work, conduit installation, electrical provisioning, and paver reinstallation.

The contractor must perform extensive site work including removal and reinstallation of pavers, concrete slab demolition and patching, installation of rigid conduit (both underground Schedule 40 PVC and above-ground EMT), reinforced concrete base installation meeting 4000 PSI specifications, and provision of 120V power supply for POTSwap devices with specific voltage and connector requirements. All work must comply with city, federal, and local standards, with engineering drawings subject to DART review and approval. The related Purchase Order terms specify FOB Destination shipping with freight included, Net 30 payment terms, and strict delivery schedule requirements, with failure to meet delivery timelines subject to rejection and default termination by the Authority.

DART Downtown and Outlying Facilities requires a provision for a power supply. Contractor shall provide this regular 120v power supply. POTSwaps power requirements are as follows:

7-15 Vdc; 12W with two input alternatives:

6mm DC power jack with 2mm center pin positive

5.08mm (0.200”) terminal block header (accepts screw clamp and crimp connector type terminal blocks) At 12 Vdc, nominal on-hook current is <100 mA; off-hook call-in-process current is 100-200 mA.

Sub-millisecond events exceeding 500 mA can occur when cellular radio is transmitting.

A 12 Vdc 1A supply minimum is recommended.

Support DART Communications team – Provide support to DART Communications team while performing System Integration testing if needed.
