About this file

This document is a Vessel Support Scope of Work for the National Water Level Observation Network (NWLON) Station located at the New Canal Lighthouse in New Orleans, Louisiana. The contract requires a contractor to provide a vessel with a crane capable of lifting a 1.5-ton aluminum frame (16 ft high, 10x10 ft) from a vessel to a concrete pier. The work involves removing an existing electronics enclosure, aluminum frame, lower platform, and ladders, and then installing a new aluminum frame and electronics enclosure during a timeframe between February 1 and April 30, 2026.

The contractor will be responsible for coordinating vessel and lifting operations with the Army Corps of Engineers, complying with safety rules and environmental regulations, and disposing of the old aluminum frame. The proposal evaluation will focus on two key criteria: technical capabilities (in-house resources and potential subcontracted services) and past performance (documentation of 1-3 similar projects with references). The entire operation is expected to be completed in less than two 8-hour work days, with the possibility of up to 12 hours per day if needed.

National Water Level Observation Network (NWLON) Station

8761927 New Canal, LA

Vessel Support Scope of Work

The selected contractor will provide a vessel equipped with a crane capable of lifting an aluminum frame weighing no more than 1.5 tons that is approximately 16 ft. in height, and 10ft x 10ft in length and width, up from the deck of the vessel to a concrete pier that is ~0-3 feet above the water’s surface.

The job site is the NOAA tide station located at the New Canal Lighthouse NOAA tide station (8001 Lakeshore Drive, New Orleans, LA 70124). The station is located behind a breakwater on a low concrete pier, shown circled in red in this photo:

Figure 1. Aerial photo of station location.

The contractor must accept the delivery of the new aluminum frame referenced above and store it at their facility for no more than 7 days prior to the installation of the frame at the New Canal Lighthouse.

The contractor will provide the necessary crew and equipment to facilitate the safe transfer of the frame from the delivery truck to their storage facility, and to the vessel for final transit to the work site.

The expected timeframe for the installation is between February 1 and April 30, 2026, and NOAA will communicate with the selected contractor to determine the optimum date that will work for both parties, and the facility operator. The operation is expected to be completed in less than two 8-hour work days, but additional hours past 8 may be needed and will not exceed a total of 12 per day.

Lifting Operation – Removal of existing frame

The contractor will supply the necessary crew to facilitate the safe lifting operations from the vessel to the pier. NOAA will supply a crew for the land-based operations. The vessel and crane must:

● Remove the existing 60"x60"x18" electronics enclosure (white box shown in Figure 2), weighing 250” lb from the existing elevated and place it on the grass.

● Remove the existing aluminum frame (see Figure 2) from the pier (and ultimately dispose of it;

the NOAA crew on site will be able to assist with this effort by cutting the frame into pieces if desired; alternately, the contractor could lift it out of the way in one piece, and then lift it onto the barge after the new frame is removed from the barge.)

● Lift the small lower platform shown in Figure 3 from the barge to the pier (~120 lb). (NOAA crew will install this by hand later.)

● Lift the two ladders shown in Figure 3 from the barge to the grass. (NOAA crew will install these by hand later.)

Lifting Operation – Installation of new frame

The vessel and crane must:

● Lift the new aluminum frame from the vessel to the pier and hold it in place while the crew secures it to the concrete using threaded bolt anchors. This will likely be an iterative process of slightly raising and lowering the aluminum frame off the pier while the crew makes adjustments to insure a level base.

● Lift the new 60"x60"x18" electronics enclosure from the ground to the top of the 16 foot aluminum frame. The NOAA crew will guide the enclosure into place and secure it to the frame while the crane holds it in place.

After lifting operations are complete, the contractor will be responsible for disposing of the old aluminum frame.

The contractor will be responsible for coordinating all vessel and lifting operations in the station vicinity with the Army Corps of Engineers and other vessels operating in the area. The contractor will also be responsible for identifying and complying with all Army Corps of Engineer safety rules regarding vessel and lifting operations as well as any local environmental regulations.

Evaluation criteria (to be included in proposal):

Technical: Provide a description of your business, what capabilities you have in-house to meet the requirements, and what services (if any) will be subcontracted out.

Past performance: Document 1-3 projects similar in scope and cost, provide references (using the provided contractor past performance attachment).
