Statement of Work Dockage Services for NOAA Research Vessels Gannet and Sam Gray
Gray’s Reef National Marine Sanctuary
A] GENERAL INFORMATION:
A.1] This Statement of Work contains the requirements for deep water dockage services for the NOAA research vessels R/V Gannet and R/V Sam Gray.
A.2] The general characteristics of the vessels are as follows:
Gannet Length: ~52 feet Beam: ~19 feet Draft: ~5.5 feet Displacement: ~ 24 long tons Sam Gray Length: ~38 feet Beam: ~11 feet Draft: ~1.5 feet Displacement: ~7 long tons
A.3] All dockage is to be provided at the Contractor’s facility. NOAA will deliver the vessels to the Contractor’s facility. The initial term defined herein is: One year from award of contract.
A.4] This Boat Slip Contract is made on the date set forth above by and between NOAA Gray’s Reef National Marine Sanctuary (GRNMS) and the contracted facility.
A.5] The contracted facility grants NOAA the right to occupy and use, for or in connection with the berthing of R/V Gannet, its skiff, and R/V Sam Gray (but no other maritime vessel) subject to the terms of this contract,
(a) the Designated Boat Slip (including slip fendering),
(b) the dock appurtenant to such Designated Boat Slip, to the extent reasonably required to provide access from the land to NOAA’s boats, and
(c) the dock box, if any, that is appurtenant to such Designated Boat Slip. The contracted facility also hereby grants NOAA the right to use, on a non-exclusive and non-guaranteed basis, the parking area at the Dock to the Designated Boat Slip.
A.6] The slip fee shall be invoiced and payable on a monthly basis. The Fee shall be paid via IPP.
A.7] NOAA shall maintain R/V Gannet, its skiff, R/V Sam Gray and the Designated Boat Slip (including any dock box and any appurtenant utility connections) in a safe and clean condition, including the following:
1) NOAA shall keep the Dock free and clear of obstructions that could pose any danger to others using the Dock.
2) NOAA shall secure and safely route all utility hoses and cables so as not to pose any hazard across any area of the Dock or along any fender.
3) NOAA shall secure the dock box, if any, at the Designated Boat Slip so that it does not blow open during high winds, and shall be solely responsible for any damage caused by an improperly secured dock box.
4) NOAA shall not discharge or otherwise dispose of sewage, trash, fuel oil, or any other contaminant in or on the Dock property, or into the water surrounding the Dock property, except in a manner and at a time expressly approved by the contracted facility.
5) NOAA shall promptly, at its sole cost and expense, cause to be repaired in a good and workmanlike manner any damage caused by NOAA to the Designated Boat Slip, or the appurtenances thereto (including any dock box), or to the Dock.
6) NOAA shall not modify or alter any portion of the Designated Boat Slip or any of the Dock or facilities appurtenant to the Designated Boat Slip without the prior written consent of the contracted facility, which consent may be withheld or denied in contracted facility’s sole discretion.
A.8] The contracted facility must be within in 15 miles driving distance from the GRNMS office facility in order to maximize time and efficiency of on-water research operations. The contracted facility shall provide fresh water and the cost thereof is included in the Fee. The contracted facility reserves the right to assess additional charges in the event NOAA’s fresh water exceeds reasonable levels of usage. The contracted facility shall provide 50 amp electrical service and shall separately meter NOAA’s electrical usage and invoice for payment on a monthly basis along with the slip fee.
A.9] NOAA will provide its own security for property at the contracted facility’s dock and no personnel from the contracted facility shall enter NOAA’s research vessels without express permission from NOAA.
NOAA will be responsible for protecting its research vessels including in the event of foul or dangerous weather, and the contracted facility shall not adjust lines or alter the configuration of NOAA’s vessels at the dock unless directed to do so by NOAA.
B] SPECIFIC WORK TASKS
1) Dock space - provide 100 ft of dock space for in water storage of GRNMS Research Vessels Gannet (R5202), its skiff, and Sam Gray (R3601). Provide an area adjacent to the dock for loading and unloading equipment onto the vessels.
2) Fresh water – provide fresh water and the cost will be included in the fee.
3) Shore power – provide 50-amp electrical service and meter NOAA’s electrical usage
4) Dock maintenance – provide any repairs needed to maintain the dock.
C] IT SECURITY REQUIREMENTS
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The contractor will not have access to any government owned IT equipment or be furnished government privileged information. However, the contractor will have full access to the vessel and all of its systems.
D] PERIOD OF PERFORMANCE
The expected period of performance is 36 months (3 years) including the following Base Year and two options years:
