REQUIREMENTS DOCUMENT
BASIC HYDRO SCHOOL INSTRUCITON
1305M225Q0054
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Office of Coast Survey (OCS) has a requirement for specialized classroom instruction in the principles of hydrography at OCS’s Basic Hydrography School (BHS) training. BHS provides fundamental instruction in hydrographic survey principles, preparing personnel to conduct field survey work critical to updating bathymetric data for navigational nautical charts produced by NOAA. The Office of Coast Survey is responsible for updating nautical charts, surveying the seafloor, responding to maritime emergencies, and searching for underwater obstructions that pose a danger to navigation. The Office of Coast Survey provides the United States with navigation products and information for improving commerce and security and for protecting coastal environments.
SCOPE OF WORK
OCS provides an annual training to the personnel conducting the field survey work, data processing and analysis, and ancillary missions that contribute to NOAA’s ocean mapping efforts. This training, titled Basic Hydrography School (BHS), takes place on an annual basis for a three-week period. During this time, students learn the necessary background theory and sensor operator skills to conduct hydrographic survey field work, manage a survey project, and conduct the necessary data analysis for project submission.
OCS has a requirement for in-person specialized instruction for 30+ students as part of the annual Basic Hydrography School taking place at the United States Coast Guard Training Facility in Yorktown, VA (USCG TRACEN Yorktown) (Location subject to change). The desired length of instruction would be for a two (2) day in-person classroom instruction. Topics for the period of performance are to include, but are not limited to:
1. Datums (horizontal and vertical)
2. Geodesy and positioning
3. Acoustic Backscatter
4. Data correctors
5. Multibeam sonar data processing
The instructor will provide teaching materials and any necessary classroom materials related to the topics listed above (electronic materials are acceptable). A syllabus will be supplied no later than two weeks prior to the course start date.
Up to an additional three (3) days of instruction either in-person or virtual delivery may be added depending on the needs of OCS. These additional days may occur during the annual Basic Hydrography School course or afterwards.
DESIRED QUALIFICATIONS
It is essential for the instructor(s) to have experience in conducting classroom instruction in the concepts outlined above. PERIOD OF PERFORMANCE
The period of performance is Date of Award through one (1) year, with three (3) consecutive option years.
TRAVEL EXPENSES
OCS will cover all travel-related expenses in accordance with the Federal Travel Regulations (FTR). Travel arrangements, including transportation, lodging, and per diem, will be reimbursed upon submission of an invoice and an expense report.
SECURITY CLAUSES
The Certification and Accreditation requirements of clause 73 of the Department of Commerce Acquisition Regulations (CAR) 1352.239-73 (http://oamweb.osec.doc.gov/docs/CAR1352.239- 73.pdf) do not apply, and a Security Accreditation Package is not required.
