THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED

AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M225Q0054 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-02.

The National Oceanic and Atmospheric Administration’s (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS) has a requirement for specialized classroom instruction in the principles of hydrography at OCS’s Basic Hydrography School (BHS) training. OCS provides an annual training to the personnel conducting the field survey work, data processing and analysis, and ancillary missions that contribute to NOAA’s ocean mapping efforts. This training, titled Basic Hydrography School (BHS), takes place on an annual basis for a three-week period. OCS has a requirement for in-person specialized instruction for 30+ students as part of the annual Basic Hydrography School taking place at the United States Coast Guard Training Facility in Yorktown, VA (USCG TRACEN Yorktown) (Location subject to change). The anticipated contract includes a base year plus three (3) option years.

The Base Period of Performance is Date of Award through one (1) year. The Place of Performance is:

Contract Type/Evaluation

The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.

The associated NAICS code is 611710, Educational Support Services, with a size standard of $24 Million.

Service Contract Labor Standards

A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4269, Revision Number 28, dated December 23, 2024.

Offeror Instructions

Each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;

2. The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror;

3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.

Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;

5. Completed Past Performance Reference form.

Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.

Offers received after the date and time specified in this solicitation may be excluded from consideration.

The anticipated award date is on or about February 14, 2025.
