About this file
This is a sole source justification letter from Keys to Literacy dated July 17, 2025, submitted to the Utah State Board of Education (USBE) in support of a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process. The letter establishes that Keys to Literacy offers proprietary professional development programs that are uniquely available only through the publisher, including offerings such as the Key Comprehension Routine (Grades 4-12), Key Vocabulary Routine (Grades 3-12), Keys to Content Writing (Grades 3-12), Keys to Early Writing (Grades K-2), Keys to Beginning Reading (Grades K-5), Keys to Adolescent Literacy (Grades 5-12), Understanding Dyslexia (Grades K-5), Advanced Word Study (Grades 4-6), Adolescent Reading Intervention (Grades 5-12), and Literacy Leadership Coaching, Audits, and Institutes. The programs consist of unique combinations of copyrighted instructional practices, training manuals, and student templates that can only be delivered by Keys to Literacy employed trainers or Certified Facilitators. The professional development includes initial teacher training, leader training, and advanced training for educators seeking Certified Facilitator or Certified Faculty status.
Keys to Literacy asserts that these offerings represent one-of-a-kind training courses that cannot be accessed through any other professional development vendor, as the design, content, and training materials are proprietary and copyrighted. The company justifies the sole source award on the grounds that educators contracting with Keys to Literacy cannot obtain equivalent services elsewhere, establishing that there is only one source for the procurement item as specified under Utah procurement code U.C.A. 63G-6a-802. The letter was signed by Lisa Klein, Vice President of Keys to Literacy.

Teachers use unique templates with students that are also copyrighted and available only through Keys to Literacy.
