About this file

This is a signature page and proposal submission form for a Request for Proposals (RFP) issued by the University of Texas at Dallas, a member institution of The University of Texas System. The document establishes the formal mechanism for vendors to submit proposals for the Global Strategic Initiatives Partner engagement focused on India, which will encompass strategic international leadership engagement, diplomatic and academic outreach coordination, delegation travel planning, and institutional partnership development. The RFP permits proposers to indicate whether their offers should be extended to other UT System institutions, including nine academic and six health universities, or to other government agencies through group purchasing arrangements. The document does not specify response deadlines, site visit requirements, bidders' conferences, or contract award dates within the signature page itself.

The proposal submission form requires vendors to provide Federal ID numbers, company registration details, contact information, and printed signatures to constitute a legal response. Proposers may indicate eligibility for group purchasing through Texas procurement authorities (TXMAS, BUYBOARD, E&I, DIR, UT Alliance, Premier, ESC Region 19, and Vizient) and may certify status as a Historically Underutilized Business (HUB) under Texas state requirements or as a Small Business Administration-qualified entity under federal procurement preference goaling programs. The document emphasizes that proposers should consider volume potential from multiple UT System institutions when developing pricing and commercial terms, though specific pricing structures, funding amounts, or contract duration terms are not detailed in this signature page.

_____ Check here if you would like to make this offer available to other UT schools. Group Purchase Authority

Texas law authorizes institutions of higher education (defined by Section 61.003, Education Code) to use the group purchasing procurement method (ref. Sections 51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Proposer under this RFP. In particular, Proposer should note that University is part of The University of Texas System ("UT System"), which is comprised of nine academic and six health universities described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by another, and if so, this could give rise to additional purchase volumes. As a result, in submitting its proposal in response to this RFP, Proposer should consider proposing pricing and other commercial terms that take into account such higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this RFP.
