About this file
This is a Sole Source Justification (SSJ) for contract extensions under the GSA Multiple Award Schedule Program submitted by the Administrative Office of the United States Courts (AOUSC).
The Judiciary is seeking to extend two existing contracts: BPA Call USCA23BPAC1026 and Task Order USCA24F1000, both currently expiring September 30, 2026. The requested extensions would provide four months of continued service through January 31, 2027, with periods of performance from October 1, 2026 through January 31, 2027. The extension involves two separate service requirements: (1) Infrastructure & Platform Services Office (IPSO) Platform Engineering Division services including Identity and Access Management, Single Sign-On, Identity Web Services, API Gateway support, and Court Forge development platform support; and (2) Platform Development Office (PDO) Testing Services Division support providing IT testing services for national applications and systems including COTS/GOTS applications, AO-developed applications, and infrastructure layers. The justification cites the unique and highly specialized nature of the services (Guide Vol. 14 § 310.50.63(b)(1)(B)) as the primary basis for sole source procurement. The extension is necessary to maintain mission-critical service continuity while IPSO and PDO complete competitive re-procurements to award two separate agreements. The incumbent vendors identified are Lamb Informatics and FedTec. Anticipated milestones include package updates completion by September 18, 2026, and solicitation release by October 20, 2026. The Contracting Officer will seek price reductions consistent with Guide Vol. 14 § 310.50.40(c).

AO 370C-1 (06/26)
JUDICIARY PROCUREMENT PROGRAM
SOLE SOURCE JUSTIFICATION (SSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See Deviation from
Volume 14: Administrative Office Federal Supply Schedule ordering procedures)
1. Agency name, contracting activity and requesting office (provide identification of judiciary organization requesting the procurement, i.e., Administrative Office of the US Courts, department, office)
The Administrative Office of the United States Courts (AOUSC), Procurement Management Division (PMD) in support of the Department of the Chief Information Officer (DCIO), Development and Operations Services (DOS), Infrastructure & Platform Services Office (IPSO) and Platform Development Office (PDO).
2. Nature and description of the action and the estimated dollar value of proposed procurement
The requested sole source extensions of existing BPA Call USCA23BPAC1026 and Task Order USCA24F1000 for up to 4 months (January 31, 2027) is required to maintain continuity of mission-critical services for the Judiciary's IT operations in IPSO’s Platform Engineering Division (PED) and PDO’s Testing Services Division (TSD), while also providing the time necessary to finalize solicitations, conduct competitive procurements, and award two (2) separate agreements capable of supporting the Judiciary’s engineering and testing requirements, respectively.

3. Description of supplies/services required to meet judiciary needs
The services described below are currently being provided under JITS BPA Call USCA23BPAC1026 and Task Order USCA24F1000, both of which expire on September 30, 2026. The AO is currently working on competitive re-procurements to acquire these services through Firm Fixed Price contracts to obtain a full range of IT services for IPSO and testing support services for PDO. The additional periods of performance will allow for the completion of these competitive re-procurements and the opportunity for the new awardees to transition-in with minimal interruptions to critical support services. Extensions to the current contracts will be added as optional contract line items (CLINs) to the existing contracts, and those CLINs will only be exercised in the event they are needed.
IPSO PED delivers Identity and Access Management services, Single Sign-On, and Identity Web Services and Portal access to users across the Judiciary, to include providing support on the Application Programming Interface (API) Gateway and the Court Forge development platform (GitLab, JIRA, Confluence, etc.) to Judiciary users. These services comprise the IT enterprise management platform, which enables Judiciary

This acquisition is being conducted under the GSA Multiple Award Schedule Program (See Deviation from
Volume 14: Administrative Office Federal Supply Schedule ordering procedures) users to attach and authenticate to the Judiciary enterprise and gain access to authorized national systems, resources and services. Contract support also provides essential services in application architecture, administration and provisioning for Cloud Applications, including Microsoft Office 365, Exchange, Teams, Voice/Video Interoperability, and related office automation and collaboration tools across the Judiciary enterprise. Judiciary users utilize these services to communicate, collaborate, and perform their daily tasks.
PDO TSD provides IT testing services in support of all national IT applications and systems. Contract support provides testing for the full range of IT applications and systems utilized in the Judiciary, including COTS and GOTS applications (such as JIFMS and HRMIS), AO developed applications (such as CM/ECF and PACTS), and IT infrastructure layers (such as Windows and Linux OS, VMWare, RDBMS, and Business Objects). Contractor staff develop, design and produce finished test plans, use and test cases, develop and maintain test scripts and libraries utilizing automated test tools to support regression, load and stress testing, execute tests, compile and archive test artifacts, document test results and produce preliminary and final test reports.
Anticipated target milestones for recompeting both requirements include:
- Sep 18, 2026: Package updates completed
- Oct 20, 2026: Release Solicitation
4. Basis for limiting sources/Authority
The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need - Guide Vol. 14 § 310.50.63(b)(1)(A)
X Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized - Guide Vol. 14 § 310.50.63(b)(1)(B)
The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis - Guide Vol. 14 § 310.50.63(b)(1)(C) It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA - Guide Vol. 14 § 310.50.63(b)(1)(D)
A law expressly authorizes or requires that the purchase be made from a specified source - Guide Vol. 14 § 310.50.63(b)(1)(E)

5. Supporting rationale (explanation of the unique nature of products/services being procured, contractor's unique qualifications, or other factors supporting use of the authority cited)
Previously, the acquisition strategy for re-competing the SDSO engineering and testing support agreements was to consolidate the requirements under a single JITS call-order. However, the Government shutdown in October and November of 2025 delayed the release of the RFP, this was then immediately followed by the CIO Realignment in January of 2026. Notably, where both requirements were separated and reassigned under newly formed offices (IPSO and PDO, respectively), as well as new leadership. The significant impacts of the realignment had yielded both expected transition challenges and the unanticipated 50%+ increase in acquisition workload to the DCIO DOS (formerly COO). Consequently, evolving leadership priorities require additional time to establish appropriate organizational ownership, identify and address resource shortfalls, reassess requirements, and develop updated acquisition strategies. During this time, it was determined that consolidation was no longer in the best interest of the Judiciary due to the complexity and disparity of the services required. This approach also broadens the competitive pool and allows vendors with more specialized capabilities to compete more effectively.
To maintain continuity of the mission-critical services as described under Section 3, the requested 4-month extensions are required to enable IPSO and PDO to properly finalize each of the solicitations, conduct competitive re-procurements, and award two (2) separate agreements capable of supporting the IPSO engineering and Testing Support services while also ensuring minimal interruptions to critical Judiciary operations.
IPSO and PDO are committed to releasing the solicitation for the re-compete of both requirements by the dates mentioned above in section 3. The AO is putting all resources toward attaining these dates to award new contracts for these two requirements.
Due to the mission-critical functions being provided, the AO cannot suspend or allow contracted support services to lapse while these competitive re-procurements are ongoing. In the event this extension is not executed, the services described above would cease and would directly result in a degradation of services to Judiciary users and cause system failures with devastating effects on Judiciary operations. The incumbent vendors have contextual understandings of the support required and are uniquely equipped to provide essential continuity of mission critical services while IPSO and PDO continue efforts to complete separate competitive re-procurements for both IPSO engineering and TSD Testing
6. Description of market research conducted in accordance with Guide Vol. 14 § 310.50.42(b)(1) and the results.
Limited market research has been conducted to identify vendors that could potentially provide similar services for the reasons stated in Section 3 and 5. The incumbent vendors have contextual understandings of the support required and are uniquely equipped to provide essential continuity of mission critical services while IPSO and PDO continue efforts to complete separate competitive re-procurements for both IPSO engineering and TSD Testing.
Based on the limited market research conducted, Lamb Informatics and FedTec are the only responsible sources identified to reasonably continue services in the timeframes and constraints required.

7. Actions, if any, the judiciary may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition of the supplies and services is made.
IPSO and PDO are finalizing subsequent acquisition packages and plans to issue competitive solicitations for a new contract award for the services described above.
8. Document if the Contracting Officer has sought a price reduction consistent with Guide Vol. 14 § 310.50.56
