About this file

This is a Scope of Work document prepared by the Utah Division of Wildlife Resources (UDWR) under the State of Utah Department of Natural Resources for a Request for Quotes (RFQ) to provide helicopter sling-load and transport services. The project involves transporting guzzler tanks, personnel, and supplies to two remote drop sites within the Swan Creek Wildlife Management Area in Rich County, Utah. The contract requires up to 5 hours of on-site helicopter flight time operating from a single landing zone/fuel staging area at an elevation of 6,258 feet, with deliveries to two drop sites ranging from 6,580 to 7,100 feet in elevation and located 0.3 to 0.7 miles from the staging area. Each drop site requires three trips for long-line material delivery. The work must be completed in one contiguous day during daylight hours (one-half hour before sunrise to one-half hour after sunset) between November 2 and November 10, 2026. Bidders must provide references from their last three related projects, including employer contact information, work type, helicopter type, completion timeline, and crew size. No site tour will be provided, and all bidder questions must be submitted in writing through Sciquest. The contractor must begin work within seven calendar days of receiving the notice to proceed.

Bids shall be submitted on a per-hour and total project cost basis, with all mobilization and operation costs included; no fuel surcharges or adjustments will be negotiated. The planned budget for the project is $15,000.00, with payment to be made in one lump sum upon project completion for up to 5 hours of on-site flight time. The helicopter must be capable of lifting 800 to 1,000 pounds and be equipped for external loads and long-line operations; a Hughes 500 helicopter is explicitly deemed unacceptable, with larger aircraft such as the Bell Ranger preferred. The contractor must provide all labor, equipment, supervision, transportation, operating supplies, long-lines, netting, sling equipment, and a fuel truck available at the staging area at all times. Contract award will be determined at the government's sole discretion based on bid price, prior performance, and references. The contractor is responsible for site cleanup, refuse disposal, environmental compliance, hazardous materials management, crew supervision with an on-site English-literate supervisor, emergency transportation, and protection of cultural and archaeological resources in accordance with applicable federal and state regulations.

Site Specifics

Location Description:

The project area consists of one staging area (landing zone) in Rich County, Utah ( See attached map). Elevation of the LZ1/Fuel staging area is 6,258 feet and the two drop sites associated with the LZ range from 6,580 to 7,100 feet with a flight distance from 0.3 miles to 0.7 miles to each drop site. The staging area can be changed if needed. Each drop site requires 3 trips for long-lining materials. This project has 2 drop sites operating out of 1 landing zone.

Vicinity maps showing the project sites are attached.

Drop Site 2 UTMs: 12 T 463688 m E 4648528 m N

Lat/Long (41.98792, -111.43837)

Access to the site:

The main access route is north of Garden City, Utah on HWY 89. Turn left on West Swan Creek Spring Road and travel on the well-maintained dirt road until you turn right on Swan Creek Canal Road. This will lead to all landing/fuel zones.

Specific Tasks:

Utah Division of Wildlife (UDWR) staff will have a pre-work conference with the contractor to review and agree on a workday plan that maximizes use of helicopter and UDWR personnel time. Work shall be performed in an organized systematic manner as determined in the pre-work conference.

UDWR will provide experienced ground crews at all staging areas and drop zones. UDWR staff have been involved in multiple projects similar to this one and will help contractors streamline work in any way that helps maximize safety while minimizing loss of time.

A helicopter must be capable of lifting personnel, wildlife guzzlers, and supplies (800-1000 pounds min-max) in a timely manner to remote work sites. Hughes 500 helicopter is not sufficient and will not be acceptable. Larger ships, such as the Bell Ranger have proven very effective and fast for these projects. Must be carded for external loads/ long-line. Must have a fuel truck available at the staging area at all times. The job must be completed in one day during a contiguous twelve hour span of daylight. Project date may be rescheduled due to poor weather conditions, breakdowns, airspace clearance, etc.

A Helicopter must be able to sling loads that are a minimum of 800 pounds, not to exceed 1,000 pounds. Materials to be transported include UDWR personnel, large guzzler tanks, various size lumber, sheeting, and roofing materials, and assorted supplies. All loads will be bundled and secured by UDWR personnel in a way that is acceptable to the contractor. Weight of loads will not exceed 1,000 pounds. Materials and tanks will have eye-bolts on four corners for cable slings.

A fuel truck and all long lines, neeting, and other equipment for sling loads must be provided by the helicopter company. Project staging areas that are clear, flat, and away from obstructions have been selected to minimize distances flown while hauling materials. A central fueling location may be used to help minimize driving time for the fuel truck between staging areas. Coordinates for the initial staging area (LZ1/Fuel) are 12 T 464839 m E 4648464 m N (Lat/Long: 41.9874, -111.42448).

2. On-site disposal of Hazardous Materials or Waste including hydrocarbons is not authorized.

On-site disposal will subject the contractor to at least the cost of reclamation and the appropriate disposal of contaminated soil.

3. Incidental (de minimus) leaks from fittings, gaskets or ruptured hoses will not subject the contractor to remedial requirements. They will be considered to be normal and unavoidable losses. Continual leaks will be noted on inspection reports and correction through maintenance required.

4. Maintenance and repair operations that require the draining of engines or hydraulic systems may be conducted on site only if the fluids are captured, containerized, and removed from public lands for proper disposal.

Public Access:

Access into and through the project site shall remain open to the public at all times. The contractor shall maintain roadways free of vehicles, tools and debris.

Security of Equipment and Property:

The contractor may leave equipment at the work site. The contractor shall be fully responsible for equipment if it should be lost, stolen or damaged.

Delays:

The contractor is expected to complete all contract performance in a timely manner, regardless of the contractor or subcontractor's other work load, including any work being performed under other state contracts. A delay or failure to perform may be considered excusable when the delay or failure arises from causes beyond the control and without the fault or negligence of the Contractor or subcontractor. Examples of these causes are (1) acts of God or of the public enemy, (2) acts of the State in either its sovereign or contractual capacity, (3) fires, (4) floods,

(5) epidemics, (6) quarantine restrictions, (7) strikes, (8) freight embargoes, and (9) unusually severe weather. In each instance, the failure to perform must be beyond the control and without the fault or negligence of the Contractor or subcontractor.
