Summary of RFQt-03: Owner Soft Title Report Services

This is a Request for Quote (RFQt) specification document issued by the City of Fort Worth Purchasing Division for owner soft title report services to support the Property Management Department on an as-needed basis. The City seeks a qualified vendor to provide real estate document retrieval services from public records across six counties: Tarrant, Dallas, Denton, Ellis, Johnson, and Parker. The scope of work requires the vendor to deliver comprehensive soft title reports that include current owner and vesting information, vesting deeds, recorded ownership documents, liens, judgments, encumbrances, and optionally chain of title, recorded deeds, easements, plat information, county appraisal data, and links to county public records. City staff must be able to submit requests via email, website portal, or fillable PDF form, with vendor response required within 72 hours of receiving a complete request and final report delivery within 5 business days. Reports must be provided electronically in PDF format and be based on official county public records while maintaining accuracy and clarity. The initial contract term is one year with up to four one-year renewal options, contingent upon 90 days' notice of non-renewal.

Awards will be made to the lowest responsive and responsible bidder, with the City reserving the right to make multiple awards to ensure adequate coverage. All pricing must remain firm for the contract term and include associated freight and delivery costs, though vendors may request annual price adjustments with written justification and proof of cost increases submitted at least 90 days before the requested effective period. Successful bidders must register for direct deposit payments and submit invoices electronically to the City's centralized Accounts Payable department with Net 30 payment terms. The solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025, and bidders must submit completed RFQt-01 forms, a bid table (BT-16CY), and applicable Small Business Enterprise certificates. Quantities listed in the bid table are estimates based on previous usage and do not guarantee future business volume.
