About this file
This is a Request for Quote (RFQt) specification document issued by the City of Fort Worth Purchasing Division for dive equipment and maintenance services to support the Fire and Police Departments on an as-needed basis. The solicitation requests services including bi-annual maintenance of Scuba Pro brand 1st and 2nd stage regulators, annual service for Ocean Reef brand full face pieces, and annual service for Oceanic brand dive computers. Specific service requirements are detailed for each equipment type, including visual inspections, disassembly and internal inspections, hydro-sonic cleaning, replacement of O-rings and perishable parts, pressure testing, and reassembly to proper torque specifications. The RFQt does not specify estimated quantities, as they are based on previous usage patterns and do not guarantee future purchases. The initial contract term is one year with up to four one-year renewal periods available unless either party provides 90 days' notice of non-renewal. The City reserves the right to make multiple awards and to add additional services of the same general category based on the discount bid and price sheet provided.
Vendors must meet specific requirements including certification as a Scuba Pro dealer with a qualified technician on staff, authorization as an Ocean Reef dealer, certification as a Diving Unlimited International dealer, and maintenance of a physical location within Fort Worth city limits. The evaluation method prioritizes the lowest responsive and responsible bidder whose bid is reasonable and in the City's best interest. All fees and charges must be included in unit costs with no additional charges to the City. Vendors must provide a 90-day warranty on all work and products, with defective items to be repaired or replaced within 24 hours of notification at no cost to the City. Payment terms are Net 30 Days, and successful bidders must register for direct deposit prior to providing goods or services. Price adjustments are permitted annually during renewal periods only, with vendors required to submit adjustment requests 90 days in advance and provide written proof of cost increases. The solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025.
