OFFICE OF ACQUISITION MANAGEMENT

Subject: Green Canines QSU OSBQ202300001
To Whom It May Concern, The United States Capitol Police (USCP) has an urgent requirement for Green (Untrained) Canines for the Operational Services Bureau (OSB). You are hereby requested to submit a price quote for Green Canines in accordance with the enclosed Request for Quotation (RFQ). USCP intends to procure services under a Firm Fixed-Price type arrangement. The United States Capitol Police (USCP) intends to award a Blanket Purchase Agreement (BPA) to four (4) Contractors for green canines.
Factors for Award
Award will be made in accordance with the procedures of FAR Part 13 – Simplified Acquisitions.
The basis for award will be best value to the USCP. In so doing, the Government may award to other than the lowest priced quote or other than the highest technically rated quote. The Management Plan and past performance evaluation factors when combined are significantly more important than price. The following evaluation factors are in order of importance:
I) Management Plan (proposed management plan; demonstrated understanding of the scope of work and the requirements).

Factor 1
USCP will evaluate each vendor's Management Plan. Responses to Factor 1 shall include the following:
a) A discussion of the contractor's approach to provide USCP with dogs, the type of dogs, country and/or state of origin and how the contractor will meet the requirements as described in the Statement of Work.
b) A discussion of the canine warranty
c) A demonstrated understanding of the contractors' solution to meet the requirements as described in the Statement of Work. At any given time the USCP may require as many as 12 canines in one delivery.
Factor 2
The vendor's past performance will be evaluated under existing and prior contracts for similar Government agencies and similar services over the last three years. List the Law Enforcement or Government Agencies you have sold 10 or more canines during a one-year period over the course of the last three years.
Please submit no more than three (3) Past Performance references for similar efforts as described in the attached SOW. For each contract or task order provided as a reference, the vendor shall send the Past Performance Questionnaire (Attachment 3) to current clients for whom the firm has provided the same or similar services. Those clients providing past performance references shall submit an electronic version of the COMPLETED, FILLED OUT forms electronically directly to gail.delrose@uscp.gov no later than 3:00 p.m., Eastern Daylight Time on February 3, 2023. Contractors shall include a list of clients who received the Past Performance Questionnaire, including the point-of-contact name, phone number, and email address. The past performance references must be for work performed in the capacity of a prime contractor.
If a contractor has no past performance history in the requisite contract amount, the contractor may submit information on past performance at lower dollar levels, providing the vendor adheres to the above limitations as to the number of chronologically consecutive contracts.
Factor 3
Complete the Price Matrix (Attachment 4 of the RFQ) with the requested amounts for each year of the 5-year BPA period to include estimated shipping. Contractors shall also submit a copy of their GSA schedule contract. The price will be evaluated to determine price reasonableness. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the canines.
Quote Submission Information
Cover Letter: The cover letter shall include the quotation number, vendor name, address and phone number, a statement specifying the extent of agreement with all terms and conditions, and agreement to furnish any or all items upon which prices are offered at the price set opposite each item in Price Matrix of the RFQ. The letter shall include the name, title, phone and facsimile numbers of persons authorized to negotiate on the contractor's behalf in connection with this RFQ, and the name, title and signature of the person authorized to sign the quotation. The letter must reference the quotation number and acknowledge that it transmits an offer in response to the quotation. It shall state the following items: Sam.gov Unique Entity ID, Duns Number, Taxpayer Identification Number (TIN), and that the quotation is valid for sixty days from date of submission. The name of the official authorized to bind the contractor's organization shall be clearly identified and if an amendment(s) is issued, the contractor must acknowledge acceptance of the amendment.
The Management portion of your quote (Part I) to include the management plan, types of canines and their health status, and the canine warranty shall not exceed 5 pages. If this portion of the quote exceeds the maximum page limitation, only the first 5 pages will be evaluated and the rest discarded.
Past Performance and Price: There is no page limitation on Past Performance or Price (Parts 2 and 3).

To allow sufficient time to address questions, all questions must be submitted via email no later than 10:00 A.M. Eastern Time on January 17, 2023.
For your quotation to be considered responsive it must be submitted no later than 10:00 A.M., Eastern Time on February 3, 2023. An email submission will be acceptable, submit one
(1) original of all items to Gail DelRose, Contract Specialist at gail.delrose@uscp.gov.
This RFQ contains proposed terms and conditions which are to be included in any resulting contract. Any exceptions or deviations to these terms and conditions must be clearly indicated in the contractor's quote. Cover letters shall indicate whether any exceptions or deviations are contained in the quote, the RFQ or specification requirements to which exception or deviation is taken, the page number(s) of the quote affected, and the price impact if any, and reason for the exception/deviation unless the rationale is reflected in the quote itself.
In the event that your company declines to submit a quotation, please communicate this fact to the Contract Specialist as soon as possible.
Please be advised that the USCP is under no obligation to pay for any costs incurred in the preparation of this quotation or to procure any of the supplies or services identified herein. All costs associated with marketing, development, quotation preparation, presentation, submission and negotiation in response to this quotation request shall be at the contractor's expense.
