About this file
This document is a Request for Proposal (RFP) issued by the Port Authority of New York and New Jersey for expert professional multi-facility asbestos material and lead paint consulting services to be provided on a task order basis. The solicitation seeks qualified firms to perform services including asbestos air and project monitoring, facility environmental surveys, lead abatement monitoring, and mold assessments across various Port Authority facilities in New York and New Jersey. The RFP is structured for a four-year term, with a pre-proposal virtual meeting scheduled for March 12, 2025, and proposal submissions due by March 25, 2025 at 2:00 PM Eastern Time. Proposing firms must demonstrate specific qualifications, including certified staff in asbestos and lead monitoring, and experience with similar environmental consulting projects within the past five years.
The Port Authority has established specific participation goals for the contract, including 20% for Minority Business Enterprises (MBEs), 10% for Women-owned Business Enterprises (WBEs), and 3% for Service-disabled Veteran-owned Business Enterprises (SDVOBs). Proposers must submit detailed documentation demonstrating compliance with these goals, including a participation plan and evidence of certification. The contract will be awarded on a pass/fail basis, evaluating technical qualifications and cost considerations, with the potential for multiple firms to be selected. Task orders will be distributed using a predetermined rotation method to ensure fair competition, and the total compensation for all task orders during the contract term will be monitored and tracked to ensure they do not exceed the maximum allowed amount.
