RFP 26046 EXCLUSIVE ALCOHOL PROVIDER FOR BARBER PARK EVENT CENTER –

REQUEST FOR PROPOSAL

Exclusive Alcohol Provider for Barber Park Event Center

OWNER: Ada County Parks & Waterways

PROJECT: Exclusive Alcohol Provider for Barber Park Event Center

INTRODUCTION

Ada County (“County”) is seeking proposals from qualified vendors interested in being the exclusive provider of alcohol at the Barber Park Education and Event Center (“Event Center”) from October 1, 2026 through September 30, 2027, with option for renewal up to four (4) additional years upon mutual agreement.

BACKGROUND

The Barber Park Education and Event Center is managed and operated by Ada County Parks &

Waterways. The Department’s administration building, Boise River float season headquarters, maintenance shop, and various public recreation amenities are also located in Barber Park. A portion of the Department’s annual revenue is derived from rental fees and alcohol sales generated from the Event Center. Since its completion in 2007, the Barber Park Event Center has grown to become one of the most popular and appealing event facilities in the Treasure Valley.

The Event Center currently has 115 events annually on average. Although most of the events are weddings and receptions with requests for alcohol service, the facility welcomes a wide variety of social, professional, educational, community, and personal functions that may or may not request alcohol service. Over the past five years the average number of events requesting alcohol service was approximately 75 events. The goal of the Department is to provide all renters of the facility with excellent service, transparent communication, affordable options, and a memorable experience for all guests.

The selected Vendor will manage and operate beer, wine, and liquor sales for renters of the

Event Center. The successful Proposal will not be determined only upon the highest return to

Ada County, but on other considerations as well, including, but not limited to, experience and management team. Contracts between Ada County and renters require renters to use the exclusive alcohol provider for the Event Center.

The selected Vendor will be required to obtain an alcohol beverage catering permit for each event held at the Event Center. Vendor must pay all required fees for such permits, and shall obtain and continually maintain beer, wine and liquor-by-the-drink licenses to entitle it to obtain alcohol beverage catering permits for the sale of beer, wine and liquor at the Event Center.
