INTRODUCTION
Ada County (“County”) is seeking proposals from qualified vendors for the supply of scrubber media (“Media”) to scrub hydrogen sulfide (H₂S) from the landfill gas (LFG) stream at the Ada County Landfill (“Landfill”). This treatment is necessary to comply with the County's Title V air permit, ensuring the LFG meets regulatory requirements before being flared. The Media will be used in the Landfill’s existing scrubber tanks, which are designed to reduce H₂S concentrations to below 600 ppm, with a target of consistently achieving below 500 ppm. The County expects to receive proposals that offer a cost-effective, efficient solution to reduce H₂S by at least 95%, with Media that does not require water addition.
BACKGROUND
Ada County owns and operates the Ada County Landfill, which serves a large population within the county and accepts waste from various municipalities and entities. The landfill generates landfill gas (LFG) which consists of methane (CH4), carbon dioxide (CO2), nitrogen (N2), and oxygen (O2), as well as hydrogen sulfide (H₂S), which must be scrubbed to meet the County's compliance obligations.
The County owns six (6) scrubber tanks, each capable of holding 1,385 cubic feet of media.
Typically, two to three scrubber tanks are used simultaneously to treat the LFG stream, ensuring that H₂S concentrations remain below the required threshold before flaring. H₂S concentrations in the LFG range from 650 to 1,000 ppm, and the flow rate fluctuates between 1,000 and 3,500 standard cubic feet per minute (SCFM).
The County bypasses a portion of the untreated LFG from the tanks so that when the scrubbed and bypassed LFG streams blend prior to flaring, the H2S concentration is below the regulatory threshold of 600 ppm. County aims for a concentration of under 500 ppm as a safety measure to ensure compliance and minimalize environmental impacts.
Currently, the County is looking to fill four (4) empty scrubber tanks with a reliable media solution that will efficiently reduce H₂S concentrations, without the need for adding additional water, and minimizing operational downtime. The selected media must meet the County’s performance, cost, RFP 26014 ADA COUNTY LANDFILL SCRUBBER MEDIA PURCHASE FY26 – PAGE 2 and delivery requirements, with the ultimate goal of enhancing the efficiency of the H₂S scrubbing process at the Landfill.

SCOPE OF WORK
Ada County (“County”) seeks to procure media for removal of hydrogen sulfide (H₂S) from the landfill gas (LFG) stream at the Ada County Landfill. H₂S removal is required to maintain compliance with the County’s Title V air permit. The County currently operates six (6) scrubber tanks, each with a capacity of 1,385 cubic feet of media.
I. OVERVIEW:
The LFG stream composition ranges from 35–45% methane (CH₄), 27–37% carbon dioxide (CO₂), 10–35% nitrogen (N₂), 1.5–4.5% oxygen (O₂), and 650–1000 ppm H₂S, at a flow rate of 1,000– 3,500 SCFM. The County operates two to three scrubber tanks at a time, blending scrubbed and bypassed gas to maintain a post-blend H₂S concentration below 600 ppm (typically below 500 ppm).
The goal of this procurement is to obtain high-efficiency, low-maintenance H₂S scrubber media that achieves at least 95% H₂S removal without the need for water addition, ensuring consistent compliance with regulatory limits and operational reliability.
II. OBJECTIVES / GOALS:
High-Level Objectives:
• Supply and deliver dry H₂S scrubber media capable of achieving ≥95% H₂S reduction at tank outlets.
• Maintain compliance with Title V air permit requirements through effective H2S scrubbing of the LFG.
• Optimize operational uptime and reduce maintenance needs.
Goals:
• Achieve consistent outlet H₂S concentration reduction.
• Ensure efficient and reliable gas treatment across varying LFG flow rates and compositions.
• Minimize replacement frequency and lifecycle cost.
Expertise Needed:

• Proven technical and performance data supporting proposed media specifications.
Expectations / Outcomes:
• Media performance validated through verifiable documentation and field references.
• Complete delivery of materials (media and components) within 30 days of purchase order issue.
• Media capable of operation without external water addition or special conditioning.
Technical Performance Questions and Documentation:
• Media Performance:
o Provide documented test results or performance studies showing the H₂S removal efficiency and the pounds of H2S sequestered per pound of media?
• Media Durability:
o How long will the media maintain its viability if sitting unused in a tank?
o At how close to the maximum loading capacity will an increase in breakthrough begin to occur at the outlet?
• Handling and Safety:
