About this file

This document is a Request for Proposal (RFP #3864) issued by the Eastern Municipal Water District (EMWD) for the procurement of Bulk 32% Hydrochloric Acid. The RFP solicits pricing for hydrochloric acid in three quantity tiers: 1-500 gallons, 501-1,000 gallons, and 1,000+ gallons, with pricing to be FOB Destination. The proposal requires comprehensive submission of various documents including business information, references, subcontractor lists, insurance affidavits, and compliance certifications. Contractors must acknowledge and comply with multiple California Air Resources Board (CARB) mobile source regulations, including requirements for off-road and on-road vehicles.

The pricing structure encourages early payment discounts, and the proposal requires detailed documentation of business qualifications, safety compliance, and regulatory adherence. Contractors must provide proof of compliance with California regulations including the Iran Contracting Act, Cal/OSHA requirements, and various emissions and vehicle inspection standards. The RFP emphasizes comprehensive documentation, including safety data sheets, NSF 60 certification, and supplier delivery procedures. Bidders must carefully complete a submittal checklist and provide all required documentation to be considered responsive to the solicitation.
