About this file

This is a Questions and Answers document for Request for Information RFI-2602AM issued by Gwinnett County Public Schools (GCPS) Human Resources Department in Georgia regarding Health and Welfare Benefit Consulting and Brokerage Services. The RFI is issued solely for information and planning purposes and does not commit the organization to procure services. GCPS is seeking to understand current service delivery models, enrollment support capabilities, leave management approaches, and actuarial analysis offerings from potential service providers. The organization currently serves approximately 24,000 benefit-eligible employees. The document addresses vendor questions regarding timeframes, contract values, and current service providers but does not establish specific response deadlines, site visits, bidder conferences, or award dates, as this is an informational solicitation only.

The incumbent consulting firm currently operates under a commission-based compensation structure, which GCPS prefers to maintain with a cap on compensation while remaining open to alternative arrangements. Current services include virtual support and on-site presence for large meetings, creation of all communication materials including compliance-related documents, and vendor liaison services for file feeds and troubleshooting. GCPS is seeking to outsource FMLA and leave management functions, which are currently handled internally, and requires additional actuarial and financial analysis focused on plan design changes, forecasting, and industry benchmarking specific to K-12 organizations of similar size. Standard broker commissions apply to employee benefit products, though no specific contract value or detailed pricing terms are disclosed in this informational document.
