About this file

This is a Response Requirements document for Request for Responses (RFR) DMF-27004 issued by the Massachusetts Division of Marine Fisheries for the Cat Cove Pollinator Habitat Restoration and Enhancement Project. The project seeks a qualified design/build team to transform portions of the existing landscape at the Cat Cove Marine Laboratory into a diverse, ecologically productive coastal habitat that supports native pollinators, improves biodiversity, and enhances ecological resilience. The contract consists of two phases: Phase 1 encompasses the design and construction scope of services outlined in the contract specifications, and Phase 2 offers an optional two-year maintenance period from July 2027 through July 2029.

Bidders must submit proposals that include a point of contact with name, title, phone number, and email address; a lump-sum design and construction fee proposal for Phase 1; and optionally, an annual cost for Phase 2 ongoing maintenance services. Proposals must demonstrate team qualifications, relevant past work examples, the proposed scope of work and deliverables, ability to meet the preliminary project schedule, and a complete list of current licenses and permits. All bidders and subcontractors must possess necessary current licenses and registrations under Massachusetts law to perform the stated services, with all consultants licensed to provide professional services in the Commonwealth of Massachusetts. Bidders are responsible for attaining and maintaining all relevant permits, licenses, and certificates, with evidence of these requirements to be included in the proposal or a statement indicating if applications are pending.
