The project will transform portions of the existing landscape into a diverse, ecologically productive coastal habitat supporting native pollinators while improving biodiversity and ecological resilience. Services requested include site assessment and restoration planning, pollinator habitat design and documentation, environmental permitting and regulatory coordination, invasive species management, coastal meadow establishment, construction coordination, and initial establishment maintenance. The project timeline spans Fall 2026 through Summer 2027, with site inspections available by appointment beginning immediately upon release. The bid response deadline is November 20, 2026, at 12:00 PM EST, with an estimated contract start date of November 30, 2026. The initial contract duration is seven months, running through June 30, 2027, with two optional renewal years for ongoing maintenance pending available funding, creating a total maximum contract duration of three years and seven months.

The estimated value of this procurement is $100,000 for the initial seven-month phase, with ongoing maintenance potentially available beyond the initial phase subject to funding availability. This is a Small Business Purchasing Program (SBPP) procurement with award preference extended to SBPP-registered businesses meeting the best value evaluation criteria; non-SBPP participants will only be evaluated if no SBPP bidder meets the minimum standards. Evaluation will be based on proposed technical approach and restoration methodology (30 points), experience and team qualifications (15 points), price (25 points), project schedule (10 points), and environmental permitting and regulatory experience (20 points), for a total of 100 possible points. Minimum team qualifications require each proposed team member to possess a minimum of five years of experience in similar projects with at least two projects completed during the past three years in Massachusetts municipal or public sector landscape habitat projects. All bidders and subcontractors must possess necessary current licenses and registrations to perform services under Massachusetts law. Compensation will be provided in accordance with Commonwealth procurement policy, and the Commonwealth is tax-exempt with bills payable per the Controller of the Treasury's Bill Payment Policy.

1. Description or Purpose of Procurement:

The Division of Marine Fisheries (DMF) seeks a qualified design/build team to complete the Cat Cove Pollinator Habitat Restoration and Enhancement Project at the Cat Cove Marine Laboratory. The Cat Cove Pollinator Habitat Restoration and Enhancement Project will transform portions of the existing landscape at the Cat Cove Marine Laboratory into a diverse, ecologically productive coastal habitat that supports native pollinators, improves biodiversity, and enhances the ecological resilience of the site.

The project will focus on converting selected areas of maintained lawn into native coastal meadow, managing invasive plant species, and restoring native vegetation to improve habitat connectivity and support healthy native plant communities. These improvements are intended to reduce long-term reliance on conventional turf maintenance while creating a more sustainable and ecologically valuable landscape.

Through a coordinated effort involving landscape architectural design, ecological restoration planning, environmental permitting, invasive species management, planting installation, and initial establishment maintenance, the project will demonstrate environmentally responsible landscape stewardship and serve as a model for pollinator habitat restoration within a coastal institutional setting.
