About this file
This is a Request for Proposals (RFP) issued by the Fargo Public School District in North Dakota seeking qualified providers to deliver school-based mental health therapy services and Targeted Case Management (TCM) for students at Explorer Academy, a K-8 special education day school serving approximately 40 students. The District anticipates that 15-25 students will require therapeutic mental health services and/or TCM. Providers may submit proposals for Option A (Mental Health Therapy Services only), Option B (Targeted Case Management only), or Option C (Combined Services, which is strongly preferred). Services must be delivered on-site during the school day, aligned to the FPS academic calendar, and include diagnostic assessments, individual and group therapy, family engagement, evidence-based practices such as trauma-informed care, CBT, and DBT, participation in school-based team meetings, and independent billing management. The contract term runs from July 1, 2026 to June 30, 2027, with options to renew for up to two additional calendar years. Proposals are due May 21, 2026 at 10:00 a.m. through the Euna Procurement (Bonfire) Portal. The District will review and prepare a shortlist on May 22, 2026, interview finalists June 1-10, 2026, and seek Board approval on June 23, 2026.
Pricing shall be presented as gross cost minus estimated reimbursement, with a clearly defined net cost to the District and reconciliation process for adjustments based on actual collections. Providers are responsible for managing billing through insurance and Medicaid independently, and contract costs must be adjusted based on actual reimbursement for services provided to enrolled students. The proposal will be evaluated on a maximum of 100 points, with scoring based on service quality and school-based model alignment (25%), experience and staffing qualifications (20%), collaboration and integration plans (20%), capacity to provide both therapy and TCM (15%), data reporting and compliance (10%), and cost effectiveness (10%). The award will be granted to the lowest responsible bid meeting all specifications, though the District reserves the right to consider factors beyond price, including suitability to purpose, design, quality, and past service. All providers must hold appropriate North Dakota licensure, demonstrate experience with school-aged youth with behavioral and mental health needs, maintain compliance with FERPA and HIPAA, and participate in required school-based trainings including CPI, Ukeru, mandated reporter, and suicide awareness and prevention training.
