About this file

This is a Specification document for Organic Acid Technology (OAT) Antifreeze/Coolant issued by the Dallas Area Rapid Transit Authority (DART) for use in its heavy-duty bus fleet. DART is seeking qualified vendors to supply OAT-based engine coolant in multiple packaging formats: bulk, 55-gallon drums, and 275-gallon caged totes. The specification identifies two approved products: Cummins Filtration OAT antifreeze/coolant (item #CC3607400JXUSR) and Valvoline ZEREX HD Extended Life 50/50 Antifreeze/Coolant (items #895514, #895624, and #895626). The coolant is designed for heavy-duty buses equipped with ISL-G and L9N natural gas engines and must maintain performance under Dallas weather conditions ranging from -15°F to 115°F for a minimum of three years. Delivery is required to four DART facilities: East Dallas Bus Operating Facility, Central Support Bus Facility, South Oak Cliff Bus Operating Facility, and Northwest Bus Operating Facility.

Bidders must submit a Product Technical Data Sheet, Material Safety Data Sheet, and an eight-ounce product sample upon request to be considered responsive. DART reserves the right to independently test samples through its laboratory to verify product specifications. The coolant must be newly manufactured and cannot be recycled or reclaimed material. All bids must be submitted through BONFIRE registration and comply with DART's complete Purchase Order Terms and Conditions, including delivery terms where failure to meet specified delivery rates constitutes grounds for rejection and default termination. Payment terms are Net 30, with invoices submitted to APInvoices@dart.org. Award will be based on the lowest responsive bid meeting all specification requirements.
