About this file

This is a proposal and contract form for materials procurement issued by Heidelberg Township, a Second Class Municipality in Lehigh County, Pennsylvania. The Township seeks sealed electronic bids for road materials to be submitted via PennBid at https://pennbid.bonfirehub.com by 3:00 PM on April 15, 2026, at which time bids will be opened and read. The materials requested include Superpave asphalt in three grades (9.5mm wearing course at 2,000 tons, 19.0mm binder course at 3,500 tons, and 25mm wearing course at 500 tons), various stone aggregates (AASHTO #1, #8, and #57 stone; PennDOT 2A and 2RC stone; and PennDOT Type 2 anti-skid stone), R6 riprap (500 tons), and high-performance cold patch (100 tons). All materials must comply with current Pennsylvania Department of Transportation Specifications (Pub. 408), and suppliers must be prequalified by PennDOT per Section 102.01. The contract will expire one year from the date of award or by April 16, 2027. No site visits or bidders' conferences are mentioned in the documents.

Bidders must submit proposals on forms furnished by the Township and must include either a certified check or bid bond equal to 10% of the total bid amount, payable to Heidelberg Township, to serve as a proposal guarantee. The successful bidder must execute a performance bond with corporate surety approved by the Township in the amount of 100% of the contract value within ten days of award. All bituminous materials will be purchased by weight or converted gallons at 60°F, and suppliers must complete Form TR-465, "Daily Bituminous Mixture Certification." Bidders must provide unit prices for materials on three delivery bases: FOB Plant, Delivered at Job Site, and Delivered as Directed to the Township's Paver. An escalator clause applying PennDOT Pub 408 Section 110 will be used if the contract contains sufficient quantities of asphalt cement for bituminous price adjustment, with the Base Bid Price Index calculated using the month in which the proposal was first advertised. The Township reserves the right to make awards on individual items or on the aggregate total for all like items and may reject any or all proposals at its discretion.
