About this file

This is a Request for Information (RFI) issued by Boulder County Parks and Open Space (BCPOS) in Colorado to identify methodologies and processes for evaluating whether herbicides used by the department contain or may be classified as per- and polyfluoroalkyl substances (PFAS), including PFOS. BCPOS seeks information from qualified laboratories and vendors regarding their capabilities to conduct such evaluations and report findings. The RFI is for information-gathering and planning purposes only, with responses intended to define the scope, feasibility, and appropriate methodologies for potential future testing. Specific areas of inquiry include analytical methods used to detect PFAS compounds in pesticide formulations (both liquid and granular), ability to identify total fluorine and targeted PFAS compounds, approaches for determining whether products may be classified as PFAS or PFAS-related compounds, detection limits and reporting thresholds, data interpretation methods, estimated costs for one-time and ongoing testing, and recommended sampling protocols with associated limitations or considerations.

The RFI explicitly states that it does not constitute a solicitation for services or a commitment by Boulder County to issue a Request for Proposals or award a contract. Information obtained through this RFI process may inform whether BCPOS issues a future solicitation for these services. No specific response deadline, funding amount, or contract award date is specified in this informational request. Interested vendors should direct questions regarding the Boulder County procurement process to procurement@bouldercounty.gov.

This Request for Information (RFI) is intended to identify the methodologies and processes required to evaluate whether herbicides used by BCPOS—by product name or active ingredient— contain or may be classified as per- and polyfluoroalkyl substances (PFAS), including PFOS. BCPOS is seeking information from qualified providers (“Vendors”) capable of conducting such evaluations and reporting findings.

This RFI is for information-gathering and planning purposes only. Responses will be used to better define the scope, feasibility, and appropriate methodologies for potential future testing.

Information obtained may also inform whether BCPOS issues a future solicitation for these services.

1.0 Requested Information:

BCPOS is seeking information from qualified laboratories regarding their capabilities, methodologies, and estimated costs for evaluating herbicide formulations for the presence of per-and polyfluoroalkyl substances (PFAS), including PFOS.

Specifically, BCPOS is interested in:

• Analytical methods used to detect PFAS compounds in pesticide formulations liquid or granular

• Ability to identify total fluorine, targeted PFAS compounds, and/or unknown fluorinated constituents

• Approaches for determining whether a product or its components may be considered PFAS or PFAS-related compounds

• Detection limits, reporting thresholds, and data interpretation methods

• Estimated costs for one-time and/or ongoing testing

• Recommended sampling protocols and any limitations or considerations

Disclaimer This RFI is issued for informational purposes only and does not constitute a solicitation for services or a commitment by Boulder County to issue a Request for Proposals (RFP) or award a contract.
