About this file
This is a project amendment document for the State of Utah's Division of Drinking Water, addressing PFAS (per- and polyfluoroalkyl substances) contamination in source waters at Hidden Valley Springs. The amendment modifies the FY23 Permitted Drinking Water System Support Project to include supplemental work related to PFAS remediation efforts. The project involves assessment and mitigation strategies for the contaminated water source, with the state seeking to award a contract without engaging in standard competitive procurement procedures based on justifications documented in the supporting files. The project is structured under Part 8 of procurement notice JF27-119, indicating this is a specialized procurement intended to address an urgent public health concern related to drinking water contamination.
The procurement is being pursued as a sole-source or limited-source award, with the conducting procurement unit claiming that either only one qualified source exists for the required services or that transitional costs represent a significant consideration in vendor selection. The state has submitted detailed justification documentation to the Division of Purchasing for approval of the non-competitive award process. Funding for this amendment derives from the Permitted Drinking Water System Support program budget, with the project timeline extending through September 2026. This approach prioritizes expedited resolution of the PFAS contamination issue at Hidden Valley Springs, allowing the state to implement necessary water treatment and remediation measures without the delays associated with standard competitive bidding processes.
