About this file
This is a cost sheet exhibit (Exhibit H) for a Request for Proposals issued by the New Jersey Housing and Mortgage Finance Agency for CPA services related to expiring Low-Income Housing Tax Credit (LIHTC) projects. The Agency is soliciting proposals from qualified firms or individuals to provide services on an as-needed basis to determine the reasonableness and accuracy of Qualified Contract Prices (QCP) submitted by project owners requesting to opt out of the LIHTC program. Additionally, the Agency seeks consulting services regarding its Qualified Contract Procedures, also on an as-needed, as-requested basis. There is no minimum or maximum number of reviews specified during the contract period.
Bidders must complete the cost sheet by providing three pricing components: a firm fixed price per QCP review/summary, a turnaround time per review, and an hourly rate for consulting services. Bidders are encouraged to offer cash discounts based on expedited payment, though such discounts will not be considered in determining the lowest bid. The submission requires the signature of an authorized firm representative attesting that the bidder has read and agrees to all terms, conditions, and specifications in the RFP and all addenda. Upon acceptance by the Agency, the RFP and responsive submission constitute an immediate contract. Failure to accept the contract within the specified timeframe, maintain pricing, or meet other terms and conditions may result in suspension or debarment from future Agency bidding.
