Summary

This is a Federal and State Certifications document for the Laredo Independent School District (Laredo ISD) in Texas related to auctioneering services procurement. The document establishes compliance requirements that vendors must satisfy to participate in the solicitation process. While specific details regarding quantities, response dates, site visits, bidder conferences, or contract terms are not included in this certifications document, it serves as a binding agreement outlining the regulatory framework governing the vendor selection and contract execution process for auctioneering services.

The document encompasses comprehensive federal and state certification requirements that all bidders must acknowledge and certify compliance with, including provisions related to the Buy American Act, Byrd Anti-Lobbying Amendment, EPA regulations, Davis-Bacon Act requirements, debarment and suspension status, civil rights compliance, and procurement of recovered materials for contracts exceeding specified dollar thresholds. Additionally, Texas-specific certifications are mandated, including non-boycott provisions related to Israel and energy companies, foreign terrorist organization verification, prohibited employment assistance restrictions, and antitrust compliance. Vendors must initial and sign an agreement form confirming their understanding and compliance with all stated regulations and requirements before contract award consideration.
