About this file
This is a Statement of Work for hematology testing services to be provided to University Medical Center of El Paso, a public hospital system in Texas. The hospital seeks a vendor to supply a complete hematology analyzer solution on a Cost Per Reportable Result (CPRR) agreement basis, including all instrumentation, reagents, maintenance, training, and support services. The solution must include fully automated hematology analyzers capable of processing up to 100 CBC+Diff samples per hour with redundancy to ensure continuous operations, integrated slide processing systems for peripheral smear automation, and automation compatible with the Roche Cobas 8100 laboratory automation line. Equipment will be installed at seven locations: the main laboratory and stat lab at the El Paso campus, plus five satellite clinics (Far East, Northeast, Ysleta, West, and Surgical Hospital). The contractor must provide initial on-site training for six operators at its facility plus two additional slots annually, with advanced periodic training offered for all staff levels. Equipment delivery and full operational implementation must be completed within 90 days of contract award, with the old analyzer remaining on-site for an additional 90 days to ensure validation completion. The contract includes a one-year base period with six optional renewal years. Based on 2025 projections, the total annual test volume across all locations is approximately 289,100 tests, with the main lab accounting for approximately 212,288 tests.
The pricing structure is based on cost per reportable result with an estimated 2% annual volume increase throughout the contract term. The contractor is responsible for all costs associated with equipment, reagents, calibrators, quality control materials, water filtration systems (if required), consumables, maintenance, repairs, parts, and 24/7 customer support including emergency service with response within one hour and technician arrival within 12 hours for routine issues and four hours for emergencies. The contractor must guarantee 99% uptime across all systems and maintain the equipment in full operational condition within 24 hours of any reported failure. All reagents and controls must be FDA-approved, delivered within seven days of request on a mutually-agreed standing order schedule, and have expiration dates at least six months from delivery. The contractor must also provide comprehensive middleware software for data management, auto-validation with customizable workflow rules, multi-site capability with Softlab LIS compatibility, and compliance with CLIA, CAP, FDA, and all applicable environmental and safety standards.
