This is an Equalization Credit Statement document issued by the City of Detroit's Office of Contracting and Procurement and Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The document outlines the equalization credits and competitive advantages available to certified businesses participating in City of Detroit procurement and contracting bidding opportunities. Eligible certifications include Detroit-Based (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit-Based Small Business (D-SB), Detroit-Based Micro Business (D-MB), Construction Workforce Investment Business (CWI), Construction Workforce Development Business (CWD), Joint Venture, and Mentor Venture classifications. Bidders must submit valid Business Certificates at the time of bid submission to receive equalization pricing credits. Interested businesses can contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov for certification information.
The equalization allowance credits range from one to five percent depending on business classification, with Detroit Headquartered and Detroit Resident Businesses receiving the highest credits at five percent each, while Mentor Ventures receive one percent. Joint Ventures and Mentor Ventures must meet specific performance and remuneration thresholds—Joint Ventures require 51 percent involvement while Mentor Ventures require 30 percent—and both must include a certified D-BB, D-SB, D-RB, or D-MB firm as a partner. Under Section 17-5-12(c)(1) of the Detroit City Municipal Code, the lowest equalized bidder receives the contract award provided the equalized bid does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. Additionally, the Purchasing Director may limit bidding to certified Detroit-based businesses when at least three eligible firms are available, in which case equalization factors do not apply.
