About this file
This is a Statement of Work (SOW) for U.S. Coast Guard (USCG) repair and overhaul services of aviation components, specifically procurement reference 6117-ND01.
The contractor must be an Original Equipment Manufacturer (OEM), OEM Authorized Repair Center, or FAA Certified 145 Repair Center to perform inspection, repair, and overhaul of components including a Valve, Low Limit TEM (Part Number 3291542-2, NIIN 01-522-6902, Quantity 2). The contractor shall comply with OEM specifications, Component Maintenance Manuals (CMM), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI), and maintain ISO 9000 compliance or equivalent quality system acceptable to the Coast Guard. Two levels of repair are defined: Inspect/Repair as necessary involving failure analysis and defective part replacement, and Overhaul consisting of complete teardown and inspection with replacement of consumables and degraded components. The contractor may request Beyond Economical Repair (BER) determination, which only the USCG can authorize. Within fifteen calendar days of receipt, the contractor must inspect for missing parts and notify the Contracting Officer. A Teardown and Inspection Report (TIR) identifying part numbers and nomenclature for all repairs or replacements, including labor hours, labor rates, and part prices, must be provided within five calendar days of inspection.
The required turn-around-time is ninety (90) days after receipt of material, with earlier delivery preferred. All parts must be airworthy and suitable for USCG aircraft installation, requiring an FAA airworthiness release 8130-3 Certificate or EASA Form-1 with test data. Components must be thoroughly cleaned per CMM standards and free of hazardous materials including hexavalent chromium, cadmium, and lead. Packaging must comply with specified standards for Electrostatic Discharge Sensitive (ESDS) components and general air transport requirements, with each package containing only one component. Final inspection and acceptance will be performed by Aviation Logistics Center (ALC) quality assurance personnel for quantity, condition, and contract compliance.
