DESCRIPTION, SPECIFICATIONS – STATEMENT OF WORK

1) Contractor will construct approximately 3 miles of new fence where existing livestock pasture fence is no longer able to be maintained on the Black Bill Allotment:

a) Pasture Fence 1 between Summit and North Black Bill Pastures - 3strand (top 2 wires barbed and the bottom wire smooth) to Forest Service Standards (Appendix A).

b) Pasture Fence 12 between North Black Bill and South Black Bill - 3 strand (top 2 wires barbed and the bottom wire smooth) to Forest Service Standards (Appendix A).

3) Contractor will construct approximately 13 breakaway fences (items 2-11 and 13-15 on the map). This will be a 4-strand fence (top 3 wires barbed and the bottom wire smooth) built to Forest Service Standards (Appendix A). Contractor will use Bar None Braces for H-braces.

4) Contractor will roll up and remove from Forest Service Lands approximately 3 miles of fence from the Lockwood Springs and Barney Pastures on the Windmill West Allotment.

5) Contractor will conduct hazard tree removal along the two pasture fences (a and be above), approximately 3 miles.

The contractor will provide the following fence materials for the project: barbed wire, smooth wire, steel brace posts and down braces plus hardware, wood stays, stay wire, fence clips.

The Contractor shall provide any other miscellaneous supplies or materials needed. Contractor shall furnish all tools, equipment, supervision, transportation, and safety equipment necessary to complete the project. Contractor shall follow the Standard Specifications and the Standard Fire Plan.

Project Locations

Project areas and fence segments are located on the following allotments on the Flagstaff Ranger Districts of the Coconino National Forest, Coconino County, Arizona:

Summit and North Wild Bill Pasture Fence –1 mile re-construction; 1 mile hazard tree removal; 1 mile of fence roll up and removal

4. The fence is a pasture fence that will be used to contain and manage cattle distribution. The ground that the fence is built on is rocky and hilly.

5. Elevation is approximately 7,000 feet.

6. Weather conditions can change quickly, particularly during the summer monsoon period of July, August and September when strong thunder and lightning storms occur. Snowfall is common in the late fall throughout the winter.

North Wild Bill and South Wild Bill Pasture Fence - 1.25 miles re-construction; 1.25 miles hazard tree removal; 1.25 miles of fence roll up and removal

4. The fence is a pasture fence that will be used to contain and manage cattle distribution.

5. The fence is located on rocky ground that is hilly.

6. Elevation is approximately 7,000 feet.

7. Weather conditions can change quickly, particularly during the summer monsoon period of July, August and September when strong thunder and lightning storms occur. Snowfall is common in the late fall throughout the winter.

Replacement of breakaway fencing is located at 13 locations along the western allotment fence line. Existing breakaway fencing will be removed.

3. Weather conditions can change quickly, particularly during the summer monsoon period of July, August and September when strong thunder and lightning storms occur. Snowfall is common in the late fall throughout the winter.

The Contract shall consist of:

1. Fence Right Away Clearing and Hazard Tree Felling (B1.0)

· Hazard Tree Felling (High density) (B1.3) Outside of the 8 ft. right of way, all dead trees that could fall on the fence* shall be cut. A tree will be considered dead in accordance with requirements in Attachment A. Low density could have anywhere from 70-100% tree mortality and approximately 60+ hazard trees per mile**.

*Estimate that on average dead trees within 75 feet of either side of the fence that could fall on the fence shall be cut.

**The density of trees per acre is just an estimate and could vary from project to project, within each individual project, and by tree species.

1. Fence Re-Construction (B5.0)

This is a fence re-constructed to Forest Service specifications.

ALL FENCE MATERIALS REQUIRE MADE IN USA – NO EXCEPTIONS

· Red Brand equivalent specifications for Barbed Wire and the spool. 2 point select, Class I, 5” barb spacing, 12.5 gauge, 1320’ rolls, Made in the USA.

· Tie wire, 10# rolls, 14 gauge galvanized.

· 6 ft. Metal T-post, ATSM spec. 1.33 heavy, w/ 4 clips per post, green paint.

· Bar none metal braces for breakaway and H braces

· Wood Stays:

· Width & thickness shall be at a minimum 1.75 inches x 1.75 inches up to a maximum 2 inches x 2 inches, with flat edges/sides. The wood stay length shall be 48 inches exactly.

· Species for wood stays shall be Ponderosa pine, Douglas Fir, Juniper, or Spruce.
