About this file
The document is a Statement of Work (SOW) for a UHF Radio Installation for the 4th Fighter Wing Command Post at Seymour Johnson Air Force Base. The project involves replacing an aging UHF radio communication system that currently presents a single point of failure for mission-critical Command and Control (C2) operations. The contractor will procure and install four CM350 UDX radios, two Jotron Desktop Consoles, and IP cabling, with the government providing necessary infrastructure.
Key requirements include pre-installation site survey, system engineering, equipment procurement and testing, installation, and post-installation training. The contractor must provide certified personnel including a Project Management Professional, electrical engineers with RF experience, and tower climbers. The installation will occur at Seymour Johnson Air Force Base in Goldsboro, NC, with a 90-day service warranty and one preventive maintenance inspection. Contractor responsibilities include equipment disposal, site cleanup, and training 4 FW/CP personnel on the new UHF radio system's operation and maintenance. The opportunity is currently in a Sources Sought pre-solicitation phase under NAICS Code 334220 for radio and television communication equipment.

STATEMENT OF WORK (SOW)
UHF Radio Installation for 4 FW/CP
1. BACKGROUND: The 4th Fighter Wing Command Post (4FW/CP) relies on Ultra High Frequency (UHF) radio capabilities to execute Command and Control (C2) operations in accordance with multiple U.S. military regulations and directives. AFMAN 10-207, Command Post Operations, directs the implementation of the radio on the console for controller’s use in executing C2 support for all airborne assets, to include mission monitoring and emergency response coordination for all transients.
Currently, 4 FW/CP’s UHF system consists of three single-channel radios and one multichannel radio. However, the system has exceeded its life expectancy, and replacement components are no longer available on the market, rendering the three single-channel radios non-functional. At present, all UHF communications depend on the multichannel radio, creating single point of failure for a mission-critical system. Should this final radio fail, 4 FW/CP will be completely incapable of executing C2 operations via UHF, making the Command Post non-compliant with one of its core responsibilities. Given this operational risk and regulatory framework mandating effective C2 communications, a system replacement is imperative to sustain mission readiness and compliance with established Department of Defense (DOD) and Air Force requirements.
2. SCOPE: The contractor shall bear responsibility for procurement and delivery of all associated equipment listed in the bill of materials. Further, the contractor will bear responsibility for providing certified and insured technicians that are equipped with all necessary tools to complete the installation. Contractor will assist in removal of outdated equipment for GOV disposal, and bear responsibility for disposal of all excess equipment/material accumulated throughout the installation of the radio system. Upon project’s completion, technicians will provide instructions and materials with which to train all 4 FW/CP personnel on use and care of the new UHF radio equipment. Contractor will provide a 90-day service warranty under existing statement of work in addition to the manufacturer’s standard warranty in addition to one preventive maintenance inspection.
3. QUALIFICATIONS: The contractor shall provide site personnel with the skills necessary to support and accomplish the tasks as required in description of services to include the following key personnel:
· Certified Program Manager Professional with experience in working with the DOD.
· Electrical Engineers with RF experience in UHF systems as well as DOD applications.
· Tower climbers required to install cable and antenna equipment
· Order/Project fulfilment staff, to include shipping and logistics personnel to provide all required materials to accomplish the project.
4. DESCRIPTION OF SERVICES:
4.1. Pre-Installation: Contractor will assign a certified Project Management Professional to oversee the project, conduct an on-site survey, finalize system engineering data, and prepare for installation. They will also handle site access coordination, insurance verification, and compliance with industry standards. Contractor will procure, stage, connect, and test equipment before shipment, ensuring a customized GUI for the Jotron console.
4.2. Installation: Install a new UHF radio system, including four CM350 UDX radios, two Jotron Desktop Consoles, and IP cabling. The government will provide the necessary infrastructure. Tune and program the system to the required frequencies for full operational capability.
4.3. Post Installation: Upon completion, Contractor will provide brief training on CM-350 radio operation and basic maintenance, covering controls, remote access, troubleshooting, and software updates. Contractor will ensure daily cleanup and disposal of excess materials, provide a formal acceptance document upon system completion, and offer a 90-day installation warranty alongside the manufacturer’s standard or extended warranty.
5. LOCATION: The installation and training will be accomplished on Seymour Johnson Air Force Base, Goldsboro, NC, at 1510 Wright Brothers Ave, building 2902.
