About this file

This is a technical specification document detailing requirements for ALCO 251 engine overhaul parts kits for U.S. Coast Guard WMEC 210' and 270' cutters and WAGB 399' class cutters. The document outlines manufacturing, inspection, preservation, packaging and marking requirements.

The specification requires new OEM parts from Fairbanks Morse Defense (FMD) - no reclaimed, recycled or aftermarket parts are acceptable. Key requirements include high-quality workmanship, surface preservation with specific paint requirements (7-9 mils total DFT), ISO 9001:2015 quality management compliance, detailed packaging and marking specifications, and proper preservation methods for long-term storage. Parts must be individually packaged and labeled with barcodes, part numbers, and other identifying information. The contractor must provide a storage plan and maintain the kits until requisitioned by the Coast Guard. Quality assurance inspections by Coast Guard representatives are required prior to delivery, with 15 days advance notice needed. All parts carry standard commercial warranties at no additional cost to the government.
