Statement of Work PR# 6155-CB02

This Statement of Work details requirements for the United States Coast Guard to obtain component repair, inspection, and overhaul services from an Original Equipment Manufacturer (OEM), OEM Authorized Repair Center, or FAA Certified 145 Repair Center. The contractor must comply with OEM specifications, component maintenance manuals (CMMs), drawings, service bulletins, and overhaul and repair instructions. The contractor shall be ISO 9000 compliant or maintain a quality system acceptable to the Coast Guard. The contractor is responsible for obtaining OEM drawings, service bulletins, and CMMs, which are proprietary and not provided by the Coast Guard. Specific coating requirements must be strictly adhered to without alternatives considered.

Repair procedures include inspection and failure analysis, defective part replacement, and testing to meet OEM functional requirements. Overhaul consists of complete teardown, cleaning, inspection, and replacement of all components showing excessive degradation, with Time Since Overhaul zeroed. Corrosion found during inspection requires disassembly and removal or replacement, except for Flight Critical components which must be evaluated by the OEM. Components may be requested for Beyond Economical Repair (BER) determination, which only the USCG can authorize. The contractor must provide a Teardown and Inspection Report within five calendar days identifying all parts requiring repair or replacement, including part numbers, nomenclature, labor hours, and rates. All components must be thoroughly cleaned per applicable standards and references, removing hazardous materials including hexavalent chromium, cadmium, and lead. The required turnaround time is ninety (90) days after receipt of material, with earlier delivery desired if no additional charges apply. Components must be airworthy and suitable for USCG aircraft installation, with appropriate FAA Form-1 certification or Certificate of Conformance documentation required. The contractor shall maintain component tracking via the Coast Guard's Aviation Computerized Maintenance System (ACMS) and provide legible tracking forms showing part numbers, serial numbers, and rework performed. Packaging and preservation must comply with CMMs, with electrostatic discharge sensitive components meeting ANSI/ESD S541 or MIL-STD-2073 standards. The contractor will perform all required inspections, tests, and checks to verify conformance to the latest drawings, specifications, and contract requirements, with final inspection and acceptance performed by ALC quality assurance personnel.
