About this file

This is a Statement of Work (SOW) for de-ice boot replacement on HC-144 Medium Range Surveillance aircraft operated by the US Coast Guard. The work is effective 30 June 2026.

The US Coast Guard operates 18 HC-144 aircraft equipped with pneumatic inflated wing leading edge de-ice boots. The SOW addresses corrosion control challenges and maintenance burden associated with frequent removal of left and right center leading edge boots. The vendor shall provide removal and installation services for leading edge de-ice boot sections and two specific part numbers: LH Wing Center P/N 35-12326-0003 (Boot P/N 2957D5154-11) and RH Wing Center P/N 35-12326-0004 (Boot P/N 2957D5154-12). A minimum of eight HC-144 leading edge de-ice boots must be replaced annually during programmed depot maintenance, with potential additional field unit repair requirements. All replacements must comply with IAW CN-235 AMM standards, utilize MIL-PRF-23377 Type I Class C1 or C2 primer, and apply MIL-PRF 85285 TYPE IV CLASS H top coating in Coast Guard White FSCN 17860. The vendor shall install an Access Door MOD in leading edge P/Ns 35-12326-0003 and 35-12326-0004 per IAW ADSMA 20E40D-00292, 20E40N-00128, and 20E40A-00291 engineering design specifications. Deliverables include detailed replacement documentation, cost estimates for additional repairs, repair time estimates, parts and CAGE code listings, and FAA 8130-3 documentation.
