SALSSA Badge Reader System Statement of Need – Summary

This is a Statement of Need and Requirements Document for the installation of an additional badging system at Starfire Optical Range to support the Satellite Assessment Laboratory for Space Situational Awareness (SALSSA) construction expansion at Building 66048, Kirtland Air Force Base. The vendor must install a Hirsch Access Control System that integrates with the existing access control infrastructure. The current Lenel-brand Intrusion Detection System cannot integrate with the badging Access Control System, and the Integrated Base Defense Security System (IBDSS-Next) program, managed by the Air Force Life Cycle Management Center (AFLCMC), prohibits integrated systems with Lenel due to lack of sustainment contract coverage and potential loss of IDS support. Consequently, vendors proposing Lenel ACS systems will not be accepted.

The Government requires vendors to provide quotes for installing additional access control badge readers compatible with the existing Hirsch system, ensuring 100% usability and functionality. Minimum deliverables include re-installation of 7 Hirsch-compatible HID card readers with above-door motion sensors; 14 new HID keypad readers with motion sensors and 2 new scramble pad HID readers on the 1st Floor; 11 new HID keypad readers with motion sensors on the 2nd Floor; access control panels and power supplies for both floors; and electronic locking mechanisms for double doors to a new mechanical room. The Government will provide floor plan drawings for the required areas. The Government requirement owner will evaluate whether vendor quotes meet Government specifications, with exact parts on quotes subject to variation based on Government assessment.

STATEMENT OF NEED

Requirements Document

SALSSA Badge Reader System

1. Overview:

Starfire Optical Range additional badging system installation to support SALSSA construction building expansion. The vendor must install Hirsch Access Control System, as it must connect and function with the existing Access Control System that enables employees badge access to buildings and rooms at Bldg 66048. Keypads and scramble pads and above door motion sensors must be compatible with Hirsch Access Control System.

2. Background:

The current Intrusion Detection System (IDS) protecting the entire Starfire Optical Range (SOR) site is the Lenel brand Intrusion Detection System (IDS). The badging Access Control System cannot integrate with the Lenel IDS. The Integrated Base Defense Security System (IBDSS-Next) program managed by Air Force Life Cycle Management Center (AFLCMC) modernizes, maintains, and sustains the physical security and surveillance systems at various Air Force bases worldwide, including Kirtland AFB. The IBDSS-Next program dictates that the ACS and the IDS cannot have integrated systems with Lenel, as it is not covered under the IBDSS-Next sustainment contract and will likely void any IDS support (Jan 20, 2026 e-mail from Monte Waters, AFGSC 377 SFS/S5C). The Government cannot accept a vendor that proposes the Lenel ACS.

3. Requirements:

The vendor badge readers will provide access control for the constructed project/renovation, Satellite Assessment Laboratory for Space Situational Awareness (SALSSA), to Bldg 66048. The Government will furnish floor plan drawing for the areas requiring the ACS.

Vendors should provide quotes to install the additional Access Control badge readers to existing Hirsch system and ensure system is 100% usable/functional. Exact parts on a quote may vary and minimal parts required are listed below. The Government requirement owner will evaluate if a vendor quote meets the Government requirement.

- The Government requires the re-installation of 7 Hirsch access control compatible HID card readers and above door motion sensors to the newly renovated area in Bldg 66048.

- The vendor shall supply, as a minimum:

o 1st Floor, Bldg 66048

14 new HID keypad readers and above door motion sensors

Two (2) new scramble pad HID readers for read-in access and above door motion sensors

Access control panels & power supplies to the ACS

Electronic locking mechanism for the double doors to new mechanical room o 2nd Floor, Bldg 66048

11 new HID keypad readers and above door motion sensors

Access control panels & power supplies to the ACS
