About this file

This document is a Single Source Justification (Simplified Acquisition) for preventative maintenance and calibration of Nicolet FTIR systems at an Air Force laboratory. The Air Force Materiel Command (AFLCMC/PZIBB) intends to award a sole source contract to Thermo Electron North America LLC for maintenance of four FTIR analytical systems located at Wright-Patterson Air Force Base. The justification emphasizes that the manufacturer is the only service provider with the proprietary knowledge and technical expertise required to perform critical maintenance, and that the instruments were originally purchased through open competition.

The contract will cover technician travel, parts, and labor costs for maintaining these laboratory instruments in accordance with manufacturer specifications. The document indicates that no competition will be sought due to the specialized nature of the equipment, and the government has determined that Thermo Electron North America LLC is the only known business capable of calibrating and servicing these proprietary lab instruments. The contract is planned for award on 22-May-2025, with the contracting officer Kareem R. Beckles determining that only a single source is reasonably available under FAR 13.106-1(b)(1).
