About this file

This is a Performance-Based Work Statement (PWS) for an AVB (Anti-Vehicle Barrier) Assessment at the 147th Security Forces Squadron, Ellington Field JRB, Texas, dated 8 July 2026.

The contractor must provide all management, tools, supplies, equipment, and labor necessary to troubleshoot and assess six (6) existing wedge barriers to determine if replacement of electrical and hydraulic components alone will resolve functionality issues or if the entire barrier system requires replacement. Basic services include: (1) hooking up temporary hydraulic hoses and electrical lines to the government-furnished wedge barriers; (2) performing physical tests to ensure barriers fully deploy, maintain deployed position for 60 seconds, and fully retract upon command; (3) conducting visual assessment to identify corrosion or rust damage and evaluating whether such damage would degrade system capability; (4) returning barriers to inert/inoperative condition post-testing; and (5) providing a written report detailing test criteria, results, and recommendations for permanent repair. The contractor must complete a Contractor Verification Test (CVT) with government personnel present to observe and concur on the assessment findings. Normal hours of operation are Tuesday through Friday, 0700-1700, excluding federal holidays, though extended hours may be approved at no additional cost. The contractor must comply with security requirements including completion of 147 ATKW Form 17 visitor/contractor pass applications, establish a comprehensive Quality Control Program, maintain records, follow environmental compliance protocols, implement safety procedures, and report any accidents or incidents within one hour.

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to troubleshoot and determine the functionality of the existing six (6) wedge barriers in relation to hinge points, gearing, corrosion and/or rust damage to existing wedge surfaces, etc. This assessment is to determine if replacement of electrical and hydraulic components alone will fix the barriers, or if the whole barrier system needs to be replaced.

1.1. Basic Services:

1.1.1. Hook up temporary hydraulic hoses and electrical lines to the GFE wedge barriers.

1.1.2. Perform a physical test of the six (6) GFE existing wedge barriers.

1.1.3. The test will ensure that the wedge barriers will fully deploy, maintain deployed position (60 seconds), and fully retract upon command.

1.1.4. By visual assessment, determine (if any) corrosion or rust damage is present and if damage is observed will it degrade the wedge system capability to function as designed by manufacturer.

1.1.5. Upon completion of the test, contractor will return GFE wedge barriers to the inert/inoperative condition before the test began.

1.1.6. Provide government with a written report of test criteria, results, and recommendations for the permanent repair of the six (6) AVBs.
