About this file

This document is an Industry Practice Comparison Survey issued by the U.S. Army Corps of Engineers (USACE) for transformer repair and construction projects. The survey seeks feedback from industry contractors on six specific requirements, including component disassembly and removal plans, Professional Engineer (PE) stamped lifting calculations, equipment testing, repair location planning, installation procedures, and identification of potential high-risk areas not addressed in current specifications. Contractors are asked to compare USACE requirements against typical commercial project practices by indicating whether each requirement is below, at, or exceeding standard industry practices, and to provide detailed feedback on risk, clarity of intent, and potential areas for improvement. The survey is part of USACE's market research and commercial item determination process, with responses requested by December 12th, 2025, via email to joseph.b.jarvis@usace.army.mil, and all submissions guaranteed to be confidential and without impact on future procurement opportunities.

Industry Practice Comparison Survey (INDUSTRY DAY Survey)

Introduction:

This survey is intended to gather feedback on how USACE requirements for construction / transformer repair compare to standard practices in commercial (non-government) projects. Your responses will help us identify potential areas for improvement in our requirements.

Instructions:

For each requirement below, please indicate whether it is BELOW, AT, or EXCEEDS the level of documentation, oversight, or testing you typically encounter in commercial projects of similar scope and complexity.

REQUIREMENT COMPARISON

1. Component Disassembly and Removal Plan Requirement: Provide a written plan detailing tools, equipment, and personnel needed to remove the transformer internals.

USACE specifications:

☐ Below what is typically provided in commercial projects.

☐ At the level typically provided in commercial projects.

☐ Exceeds what is typically provided in commercial projects.

Does the requirement:

☐ Explain the project intent clearly enough to minimize risk?

☐ Leave room for Contractor interpretation, increasing risk?

☐ Have unclear intent, requiring excessive coordination with USACE to achieve the end goal?

2. PE Stamped Lifting Calculations Requirement: Provide PE-stamped calculations for lifting or hauling plans to ensure the equipment is not overloaded or damaged.

USACE specifications:

☐ Below what is typically provided in commercial projects.

☐ At the level typically provided in commercial projects.

☐ Exceeds what is typically provided in commercial projects.

Does the requirement:

☐ Provide clear instructions that minimize risk?

☐ Leave room for Contractor interpretation, adding risk?

☐ Have unclear intent, requiring excessive coordination with USACE?

3. Contractor Testing Transformers Requirement: Testing of repaired equipment.

USACE specifications:

☐ Below what is typically provided in commercial projects.

☐ At the level typically provided in commercial projects.

☐ Exceeds what is typically provided in commercial projects.

Does the requirement:

☐ Clearly explain the task to minimize risk?

☐ Leave room for Contractor interpretation, adding risk?

☐ Require close coordination between Contractor and USACE?

4. Repair Location Requirement: Provide a written plan for repair locations (government-provided) for all removed components, including tools, equipment, personnel, and safety measures.

☐ Have unclear intent, requiring excessive coordination with USACE?

5. Installation Plan Requirement: Provide a detailed installation plan, including tools, equipment, personnel, and procedures. Transformer plan examples: bushing removal/installation, ancillary device wiring, oil processing, testing, condition reporting.

☐ Require excessive coordination with USACE?

6. Areas for USACE Improvement Requirement: Identify risks that Contractors consider high-risk but are not addressed in the specifications.

USACE specifications:

☐ Most risks have been explained and minimized.

☐ Contractor interpretation is vague, increasing risk.

☐ The intent is unclear, requiring significant coordination with USACE.

7. Overall Assessment Considering the total documentation, approval, testing, and oversight package:

☐ Below what is typically provided in commercial projects.

☐ Comparable to what is typically provided in commercial projects.

☐ Exceeds what is typically provided in commercial projects.

Additional Comments

8. Please provide any additional feedback or concerns about the requirements listed above.

9. Are there any specific requirements that differ significantly from your typical practices, or areas where USACE can improve?

Timeline and Submission

Please respond by December 12th, 2025, via email to joseph.b.jarvis@usace.army.mil.

Your responses will be used for market research and commercial item determination purposes. All responses will be confidential and will not impact your eligibility for this or future opportunities.
