About this file

This document is a delivery schedule and requirements specification for subsistent meat and kosher products at Fort Devens (FMC Devens) Food Service Department.

All products must be delivered within 30 days after receipt of order (ARO), between 7:30 a.m. and 2:00 p.m. EST, with delivery schedules pre-arranged with the Food Service Warehouse at (978) 796-1004. Federal holiday deliveries are not accepted, and delivery schedules are strictly enforced; failure to meet established timeframes constitutes nonconformance to contract terms. All deliveries must be palletized. Non-frozen and perishable foods require delivery at temperatures between 34°F and 41°F, while frozen foods must be delivered at 0°F or below with any evidence of prior thawing resulting in refusal. All certified religious diet items must be marked with the Kosher Symbol on individual packages and must be certified by an accepted Orthodox Kosher certification agency from the United States or Canada, with documentation provided as proof of certification.

Receipt of delivery may be conditional for three days to allow examination and testing, with some items requiring thawing and cooking to verify specifications compliance. Items failing to meet specifications will be refused and must be picked up at the vendor's expense within two weeks of noncompliance notification. Non-accepted products will be disposed of by warehouse staff if not retrieved within the specified timeframe. Contractor failure to meet delivery schedules without excusable delay and/or failure to conform to contract specifications will negatively impact the contractor's past performance history, which may be used in future award decisions or result in a determination that the contractor is not responsible for future requirements.
