About this file
Exhibit A is an administrative information document from the Colorado Department of Corrections (CDOC) detailing requirements and guidelines for potential vendors bidding on a warehouse juice base concentrate contract. The document outlines comprehensive administrative provisions that vendors must adhere to when submitting proposals, including non-discrimination requirements, vendor disclosure obligations, and specific state-mandated compliance standards. Key administrative requirements include provisions for service-disabled veteran-owned small businesses, minority and women-owned business enterprise participation, and detailed security protocols for working within CDOC correctional facilities.
The document emphasizes several important administrative and compliance aspects for potential contractors, including mandatory background checks for personnel, restrictions on facility access, and specific reporting requirements. Notably, the state encourages proposals from service-disabled veteran-owned small businesses and sets a 3% goal for contract awards to such entities. Vendors must comply with numerous state regulations, including accessibility standards, HIPAA provisions, and specific requirements for PERA (Public Employees Retirement Association) retirees working on state contracts. The document also highlights significant security requirements for working in CDOC facilities, such as criminal background checks, search authorizations, and restrictions on items like cell phones and contraband.
