AO-X Air Traffic Control (ATC) Tower Simulator

1.0 SCOPE
The Airfield Operations Accelerator (AO-X) is standing up an Airfield Operations (AO) testbed to help accelerate change across the AO community. One line of effort for this testbed is to explore how the Air Traffic Control (ATC) community trains its students and explore the development of improved training methods to scale across the Air Force.
A few examples include exploring the use of Augmented and/or Virtual Reality in a training environment and the creation of adaptive training programs using neurophysiological measurements synced with simulator scenarios.
To achieve these goals, AO-X requires one (1) stand-alone ATC Simulator (referred to as
“Simulator”) to replicate, to maximum extent possible, the current Air Force training environment to explore how the ATC community trains its students, explore the development of improved training methods to scale across the Air Force, and implement solutions in existing Air
Force training environments.
2.0 REQUIREMENTS
2.1 General System Performance: The Simulator shall display out-the-window ATC tower simulation scenario information in real-time display accuracy. The Simulator shall have the ability to rewind a scenario. Aircraft and ground vehicles shall respond to a controller’s commands and respond appropriately with a synthetic voice. Capabilities shall include a dynamic weather environment and seasonal environmental changes, the ability to accurately depict aircraft/vehicles, and aircraft characteristics to include unique airborne military profiles. It shall also emulate radar informational data, the tower communication array, Airfield Automation
System (AFAS) and airfield lighting panel on a display separate from the out-the-window ATC displays.
2.2 Size: The AO-X testbed is space constrained in a tactical shelter, therefore a traditional wall-to-wall Tower Simulation System (TSS) does not meet requirements for this effort. Instead, AO-
X requires a desktop/computer-based “small footprint” simulator with a footprint no larger than
8 ft x 5 ft x 6 ft (Length x Width x Height).
2.3 Visual Display: The Simulator shall have a minimum 180-degree simulated field of view using desktop monitors.
2.4 Visual Database: The visual system shall provide a geo-specific visual representation for each airbase listed in Appendix 1, at a minimum. The visual scene shall encompass a minimum
180-degree panoramic field of view centered at the control tower. The visual database shall reside in files and contain a number of airfield models, aircraft models, vehicle models, and special effects. The system shall automatically load the models by name as defined in the exercise scenario. The geometry of each element of the visual database, be it an airfield or aircraft, shall reside in its own file for ease of maintenance. It shall be possible to add additional elements to the database and to upgrade existing elements. The database format shall be
OpenFlight, which is Simulation industry standard and exchangeable with other formats.
2.4.1 Airport Databases: Features of an airport shall include one or more of each of the following, and shall include multiple instances of some features when applicable to the local installation:
• Runways, accurately rendered with respect to length, width, markings, etc. (also includes helipads/STOVL pads).
• Buildings, correct with respect to perspective, orientation, and coloration.
• Windsocks accurately positioned and built to react to wind effects.
2.4.2 Lighting Systems: The following features shall be included in the lighting systems where appropriate to the local installation:
• Directionality -- lighting directionality as required for VASIs, and for runway end markings being modeled as appropriate.
• Standard lighting for: runway center and runway edge lighting, taxiway lighting, stop bars, sequential flashing and glide path indications
2.4.3 Controllable Objects: Controllable objects refer to objects in the database that are subject to control or manipulation. The control may be manual or it may be in reaction to effects in the simulation. Controllable objects shall include barrier cables and windsocks.
The windsock shall react to the wind in the scenario (although not to gusts). The windsock effects shall include raising and lowering of the model in relation to the wind speed. The windsock shall rotate with a change of wind direction.
2.4.4 Surrounds or Cultural Features: Airport surrounds or cultural features shall be included in the visual database to enhance its realism. Each airport's cultural features are distinct, but shall include such things as the background skyline, major roadways, mountains, trees, fields, bodies of water, etc. Cultural data shall be derived from photographic and other source data. Cultural features shall be different depending on time of day (light/dark)
2.4.5 Special Visual Features: Local hazards to flying shall be realistically depicted to evoke a controller's response or nonresponse to specific occurrences. Local hazards shall include: bird activity, gliders, paratroops, crop dusting, power line operations, pipe line operations, banner tow aircraft, airfield lighting repair, arresting system repair and other airborne operations to be determined by the individual bases. Major construction hazards -major construction includes a stationary picture indicating surface repair or replacement of runways, taxiways, or ramps.
Helicopter operations including lifting under-slung loads. The models database provides for the following types of under slung helicopter loads, net of barrels, vehicle, boat, and airplane
(damaged).
2.4.6 Moving Aircraft and Vehicles: A minimum of 75 visible moving aircraft and ground vehicle models distributed evenly across the field of view. Aircraft and ground vehicle models shall have the correct shape, dimensions, and shading. The models shall be textured with either photo-texture or, in the case of a camouflage livery, with an appropriate generic texture. The models database shall provide visual representations that are used by the simulation engine to portray vehicle and other environmental/cultural objects within the simulation environment.
Lights on vehicles shall be switchable, on or off, with the ability to select which lights are on or off (vehicle-dependent feature). The performance envelope of each model shall be editable using the scenario preparation tool.
2.4.7 Aircraft Library: At a minimum, the Simulator shall include the library of aircraft listed in
Appendix 2. All aircraft shall include landing gear that is defined as fixed or articulated (can be raised or lowered). In addition, aircraft models shall include navigation lights, anti-collision lights, and landing lights. Where aircraft have been defined with tail hooks or afterburners, the appropriate visual effects shall also be provided.
2.4.8 Vehicle Library: At a minimum, the Simulator shall include a library of vehicles, which are specified in Appendix 2. Ground vehicles used in airport operations (fire-trucks, pushback trucks, general-use trucks, patrol cars, etc.) shall be equipped with flashing lights (where appropriate) and headlights/taillights.
2.4.9 Scenario Library: At a minimum, the Simulator shall be capable of running, editing, and saving all current Air Force training scenarios that are currently used at Air Force bases listed in
Appendix 1, using aircraft and ground vehicle library (Appendix 2).
2.4.10 Aircraft and Vehicle Effects: The following Aircraft and Vehicle effects shall be provided with the Simulator:
• Simulated aircraft shall automatically raise and lower landing gear. The effect shall be tristate, (up, down, failed). Up and failed state shall be represented by no gear visible.
Down state shall be represented as gear visible and down.
• There shall be automatic and manual (on/off) control for individual airborne vehicles of the navigation lights, wing tip strobe, landing lights, taxi lights and anti-collision lights.
• There shall be automatic and manual control for individual ground vehicles of all available lights (on/off).
• Appropriate aircraft models shall include a tail hook that has two states: down (visible) and up (not visible).
• Appropriate aircraft models shall include an afterburner that has two states: engaged and not engaged (no effect).
• Turboprop aircraft models shall include props that have three states: static (individual blades), rotating (semi-transparent rotating blades disk) and Slow moving rotating blades disk.
• Helicopter models shall include blades that have two states: static (individual blades), rotating (slowly rotating blades).
• Collision and crash effects shall provide for the detection (via the resulting damage, disabling or destruction) of collisions and crashes in the visual representation.
2.4.11 Aircraft Performance Characteristics and Profiles: The Simulator shall provide simulated aircraft that behave realistically and follow appropriate profile. Each aircraft shall perform appropriately for the airframe being simulated. Simulated aircraft shall exhibit appropriate acceleration, deceleration, speed, turn rate, roll rate, and attitude for all phases of air and ground operations.
2.4.12 Visual Weather: The system shall provide programmable, dynamic weather effects with appropriate visual representation. The Simulator shall automatically parse a user-defined
METAR to generate and display a weather system in any given scenario.
2.4.12.1 Visibility: The system shall provide varying levels of visibility representing conditions such as fog, smoke, smog, haze, rain, mist, drizzle, sleet, snow, and sandstorm. The visibility shall be selectable in five increments: (1) ¼ mi., (2) 1 mi., (3) 3 mi., (4) 5 mi., and (5) clear. All distances are statute miles. The visibility shall be selectable by the user during an exercise or defined during scenario generation. Any changes in visibility shall be slowly phased in. The system shall have localized weather phenomenon (e.g., a storm cell or fog bank) which will obscure visibility in one direction or section of the visual scene. The localized weather phenomenon shall move through the area in a predefined path. In addition, it shall be possible to select any user-defined visibility to associate with the selected weather condition. The following visual characteristics shall be provided:
• Animated falling rain, snow, drizzle, sleet, and hail shall be displayed as 'global' weather states.
• During rain, drizzle, sleet, hail and snow, sun intensity and visibility shall decrease as the rain intensity increases.
• Raindrops shall be visible when a storm envelopes the tower. Animated storm shall be displayed as a 'global' weather state.
• Fog and sun intensity shall be modulated by cloud coverage.
• The homogeneous visibility range shall directly affect the ability to see and identify objects in the scene.
• Surrounding modeled details such as urban areas and tree lines shall be located at representative ranges for the purpose of fog distance cues.
2.4.13 Ground Controller’s Display: The Simulator shall be equipped with the ability to display both local and ground controller’s positions
2.5 Tower Radar Display: The Simulator shall accurately emulate tower radar display information as related to an airport or air base. The radar display shall provide weather processing display information in accordance with the National Weather Service 6 calibrated levels of intensity. The symbology of the radar shall be Standard Terminal Automation
Replacement System (STARS) format.
2.5.1 STARS Emulation: The Simulator must be capable of providing STARS emulation with the following characteristics, capabilities or keyboard/mouse functionalities:
• Support 100 displayed aircraft
• Select an aircraft target on the radar display and turn it blue with a center mouse to show that the aircraft has acknowledged receiving a landing clearance.
• Position symbol associated with a limited data block - position symbols on arrival data tags, as well as associated with limited data blocks for departures and surrounding facilities.
• Ability see multiple 1200 VFR codes WITHOUT call-sign display and the capability to have a controller assign a discrete code, have the aircraft change to newly assigned code and the controller use the STARS equipment to tag a new code with appropriate aircraft call-sign using pre-programmed or dynamic beacon codes.
• Change scratchpads during the running of a scenario to show the changes on all radar screens and not just on the radar of the position that entered the change.
• Offset leader lines individually, all simultaneously and procedurally (i.e., offset direction is determined by assigned runway.
• Automated handoffs from radar position to the tower and the tower to the radar positions.
• Make available aircraft used as arrivals to be set up as a departure - the data block of the arriving aircraft drops into the proposed departure runway drop lists instead of the arrival runway drop list.
• View an aircraft on the STARS display when it is asked to "IDENT" is required.
• Manually change the position of all data block displaying the same ownership symbol must be provided.
• Use scratchpad entries to qualify or disqualify an aircraft for being ghosted.
• Display Emergency Transponder codes on the STARS display screen. The transponder codes 7700, 7600, and 7500 should, when assigned to a target, display an identifier in the data block of that aircraft denoting an emergency condition. The simulator must display the appropriate message on the STARS Remote Display (SRD) at the Remote
Pilot Positions and on the STARS display.
2.6 Airfield Automation System (AFAS): The Simulator shall be able to emulate USAF’s AFAS, which serves as a consolidated weather and pertinent airfield information dissemination display.
2.7 Voice Recognition/Synthesis: All simulated aircraft and ground vehicles shall react appropriately to voice communications and respond appropriately with a synthetic voice. All training exercises shall be capable of being conducted without interaction by an instructor.
2.7.1 Voice Recognition: Voice recognition shall respond appropriately to common ATC phraseology requirements IAW FAA Order 7110.65 and normally accepted communication terminology (commercial and military) used in a control tower environment.
Communication terminology shall apply to both tower to aircraft and tower to ground vehicles. The voice recognition system shall be speaker independent. The voice recognition system shall not require the student to train the system on an individual's voice pattern. The voice recognition system shall accept single commands. A command is defined as a communication, or string of communications, given to a single aircraft or ground vehicle in a single transmission. The system shall accept multiple commands without requiring a pause or verbal "break". The system shall achieve an average of at least 97% Voice Recognition accuracy. The system shall achieve an average word command accuracy rate of at least 97%.
2.7.2 Voice Synthesis: The Simulator shall provide synthetic voice for all aircraft, ground vehicles, and the Radar Controller. Aircraft and ground vehicles shall initiate calls and respond to controllers realistically and appropriately. The Radar Controller shall transmit information necessary to correlate aircraft on radar or instrument approaches that are not in direct radio contact with the tower. The synthetic voice system shall offer a selection of gender and a range of accents. The voice synthesis system shall be automatically adaptable to the traffic density and use abbreviated read back when appropriate. The words per minute for responses from aircraft shall be adjustable (e.g. make responses faster or slower).
2.8 Scenario Transportability: The Simulator shall be capable of sending or receiving, via portable media, a scenario package as used on existing Air Force ATC Tower Simulators.
The scenario package shall contain all data and files necessary to conduct the training exercise at another location.
2.9 Environmental Conditions: The Simulator will be located in a Tactical Shelter with no facility-forced air provided specifically for this Simulator equipment.
2.9.1 Configuration: Due to space and power constraints, the Simulator shall be a stand-alone system utilizing one workstation or desktop computer with multiple displays.
2.9.2 Interfaces: The Simulator will be in a Tactical Shelter with a single point power source.
All required power distribution cables, digital, analog, video and voice signal interfaces shall be provided as part of the Simulator. The Simulator shall not be connected to any network connection or telephone connection.
3.0 PACKAGING
The Simulator and support items shall be preserved, packaged, handled, transported, and delivered safely in accordance with the vendor’s commercial practices.
4.0 WARRANTY
The Simulator shall include a warranty valid for one (1) year from date of system delivery.
5.0 EVALUATION
The Government is interested in awarding a fixed price contract to the lowest price, technically acceptable proposal for this stand-alone simulator.
