SUBJECT: Airfield Operations Accelerator (AO-X) Air Traffic Control Tower Simulator

1. The Government hereby requests a proposal for the Airfield Operations Accelerator (AO-X)

Air Traffic Control Tower Simulator (“AO-X ATC Simulator”), in accordance with (IAW) the attached Statement of Work (SOW); Section L Instructions to Offerors (ITO) and

Instructions for Proposal Preparation; and Section M Evaluation Criteria. The Government intends to award one contract to the Offeror whose proposal is determined to be the lowest-price, technically acceptable (LPTA) proposal based on the attached Evaluation Criteria. The

Government intends to award only one contract for this requirement, but reserves the right to make no award, based upon the quality of the proposals received. Your quotation must be presented within the Government specified format, no substitution shall be accepted

2. The delivery period for the AO-X ATC Simulator effort is anticipated to be one month after contract award. The CLIN structure and periods of performance are identified in attachment

5 to this letter. Offerors are notified that the Government will not complete the DD Form 250 for this action, or otherwise accept delivery, until full compliance with all SOW requirements has been verified for the delivered system.

3. Please see Section L Instructions to Offerors (ITO) and Instructions for Proposal Preparation for specific instructions, to include requirements for the Technical Volume and Price

Volume.

4. During the proposal preparation period, prospective Offerors may submit questions to the points of contact in the ITO and in paragraph 9, below. Responses will be made available to all prospective Offerors through an amendment to this Solicitation posted on SAM.gov. The deadline for all prospective Offeror questions is Thursday, 18 November 2021, 1200PM

Eastern Standard Time. Questions received after that date/time will not be answered.

5. If during the evaluation period, it is determined to be in the best interest of the Government to have exchanges with the Offeror, the Offeror will be notified by the Procuring Contracting

Officer (PCO). The purpose of the exchanges may be to correct minor errors and deficiencies or gain an understanding of aspects of a quote. The Government may conduct exchanges either orally or in writing. The PCO may conduct exchanges with some, all, or none of the offerors. The Government will consider the correction potential of quotes in determining the content and extent of exchanges and offerors with whom interchanges will be conducted.

6. Vendors interested in this RFP shall submit to AFLCMC/HBAK PCO an assessment of potential or actual Organizational Conflict of Interest (OCI) issues, if any, as related to this

RFQ. OCI issues include, but may not be limited to, the inability to render impartial assistance or advice to the Government, the inability to objectively perform contract work, or the unfair competitive advantage created by current or previous contractual efforts with the

Government. A mitigation plan for any identified OCI shall be included. Prior to award, the

PCO will review the submitted mitigation plan and make a determination as to whether the plan adequately meets the issues and provides adequate protection to both the company and the Government.

7. The quote shall be submitted not later than Monday, 6 December 2021, 1200 PM Eastern

Standard Time. The contractor’s quote shall be valid for no less than 90 days and shall include this statement of proposal validity in the cover letter.

8. NOTICE TO OFFERORS: In accordance with FAR 52.232-18 Availability of Funds, funds are not presently available for this effort. No award will be made until funds are available.

The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
