About this file

This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Children and Families (DCF) for a Life Safety Fire Sprinkler and Mechanical Exhaust Work project at the Northeast Florida State Hospital (NEFSH). The project requires the selected vendor to supply and install sprinklers and upgrade the mechanical exhaust systems across multiple buildings at the NEFSH facility. The project has a base bid with 180 days for substantial completion, and alternates with 90 days per building for construction on two buildings simultaneously. The Department will allow access to two buildings at a time, with 10 days in-between to occupy each building and open another two buildings for construction. The entire project must be completed before December 31, 2026.

The ITB includes specific contract terms, such as the contract effective and ending dates, as well as the timeline for the Notice to Proceed, Substantial Completion, and Final Completion. The addendum also addresses vendor inquiries related to the project duration and schedule, clarifying that the Department will not extend the schedule beyond the specified timelines. Vendors are required to include the additional costs necessary to expedite the shop drawings submittal within 30 to 60 days.

Change No. 2

Standard Contract Part 2, Exhibit M, Section 3.5

Each building will be emptied of residents to accomplish this work. The Contractor will have one building two buildings at a time to complete the sprinkler / mechanical Work. While not guaranteed, if the Facility has the opportunity, two buildings will be made available to the Contractor. But this is not guaranteed. Since these are AHCA buildings, the sprinkler system must be inspected and signed off from ALL required AHJ authorities before the Facility can move residents back in the buildings and provide another pair of empty buildings for the Contractor to begin Work in. Plan on a ten (10) day duration time for resident transfer from each building, but the Facility will make every effort to accomplish this in one (1) week.
