About this file

This technical specification document issued by the State of California establishes requirements for instant pudding mix to be supplied to California state institutions. The specification requires products to be regular-type, powdered, add-milk-only instant pudding mix available in a minimum of four flavors: chocolate, vanilla, lemon, and butterscotch. Unit packages must be sized to mix with either one or two gallons of milk, with each gallon producing at least thirty-two four-fluid-ounce servings. All products must comply with Current Good Manufacturing Practice standards (21 CFR 110), Federal Food, Drug, and Cosmetic Act requirements, and USDA or CDFA food safety regulations. Products must contain less than 0.5 grams of trans fat per serving and may only use FDA-approved natural color additives, explicitly prohibiting petroleum-based synthetic food dyes.

Suppliers must deliver products in airtight unit packaging such as sealed poly bags, paper bags with moisture barriers, or sealed cans, with shipping cartons not exceeding fifty pounds. All products must maintain a minimum shelf life of one hundred twenty calendar days post-delivery, calculated from the time of acceptance by each facility. Primary shipping containers must be labeled with product name, brand name, net weight, unit count, end-of-shelf-life date, and manufacturer lot/batch number, along with nutrition facts, ingredients, and preparation instructions. The State reserves the right to inspect and test products at delivery; if products fail to meet specifications or appear substandard, suppliers bear all costs associated with third-party laboratory testing and are responsible for replacing non-conforming merchandise.
