Combined Synopsis/Solicitation: 36C25621Q0083 – Electrical Maintenance, Inspection and Testing Services for Michael E. DeBakey VA Medical Center (MEDVAMC) located in Houston, Texas.
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13.5, Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. The combined synopsis solicitation number is 36C25621Q0083. It is issued as a Request for Quote (RFQ). The government anticipates awarding one firm-fixed price contract resulting from this solicitation.
3. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02 (eff. 11/23/20).
4. This requirement is Full and Open Competition. The North American Industry Classification System (NAICS) number is 811310 with a size standard of $8,000,000.00.
5. The Department of Veterans Affairs Medical Center in Houston, Texas requires a contract for Electrical Maintenance, Inspection and Testing services for the MEDVAMC. The Contractor shall furnish all labor, materials, parts, equipment, tools, transportation/travel, factory-trained/ licensed personnel, management, and supervision required to provide Electrical Maintenance Inspection and Testing services in accordance with (IAW) manufacturer's instruction manuals and related references, applicable codes and standards as outlined in the Statement of Work.

Maintenance, Inspection and Testing Services for MEDVAMC” in the subject line of your email. Questions regarding this solicitation shall be submitted via email to Contract Specialist, Jeneice McClinton at jeneice.mcclinton@va.gov no later than 10:00AM ET on December 28, 2020. If questions are received, an amendment to this combined synopsis/solicitation will be posted with all questions and answers.
COMPLETING A QUOTE FOR SUBMITTAL
a. The Quoter shall complete Contract Administration and provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the quote and who can contractually obligate the company. The quoter shall identify those individuals authorized to negotiate with the government.
b. The quoters shall submit a price for all Contract Line Item Number (CLIN) of the solicitation. Quoters are required to review, accept all terms, and submit a signed SF1449 (Blocks 30a and 30b).
c. See Section B.1, Price Cost Schedule. Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY *UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a DEFICIENCY in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the quoter shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price.
d. The provision at FAR 52.212-1, Addendum to Instructions to Quoters-Commercial, applies to this acquisition.
e. The provision at FAR 52.212-2, Addendum Evaluation-Commercial Items applies to this acquisition. See FAR 52.212-2 Addendum for additional information.
f. Please refer to 36C25621Q0083, FAR 52.212-1 Addendum and FAR 52.212-2 Addendum for information in this section.
In the event this information conflicts with FAR 52.212-1 Addendum or FAR 52.212-2 Addendum, the information in FAR 52.212-1 Addendum or FAR 52.212-2 Addendum shall take precedence.
g. All services shall be performed in accordance with the Statement of Work (SOW) and 36C25621Q0083.
h. Quoter must submit both Technical and Price volumes. See FAR Clause 52.212-2 Addendum for basis for award.

PARTS RIDER - This contract includes a $50,000.00 parts and labor rider to provide for normal hours, after hours, or emergency repairs discovered for parts/repairs not covered by this contract.
All Repair work must be pre-approved by the CO and COR. THIS PARTS RIDER IS NOT AN AWARD. Rider funding not used during the applicable period of performance will be retained by the Government as this cost is NOT owed to the contractor if not used. When used, the contractor shall obtain approval from the COR or CO prior to use and invoice against this line item only.

i. Prior to exercising any option, the Contracting Officer will ensure that it is still in the government’s best interest, with price and other factors considered.
ii. Any extension, in accordance with FAR 52.217-8 shall utilize prior procurement history, other awarded contracts from government agencies, and a published price catalog on the internet to assist the Contracting Officer in conducting price analysis to determine fair and reasonable pricing. Thus, the offeror’s total price for the purpose of evaluation will include the option provision to extend the performance of the contract up to an additional six months, when the contractor is provided written notice. Thus, providing separate pricing for the optional six-month extension period is not required.
B.2 STATEMENT OF WORK
1. GENERAL INFORMATION:
The Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) is requesting infrared inspection, testing, maintenance and repair service for the electrical distribution system located at the MEDVAMC, 2002 Holcombe Blvd, Houston, Texas 77030. The Contractor shall furnish all labor, materials, parts, equipment, tools, transportation/travel, factory-trained/ licensed personnel, management, and supervision required to provide Electrical Maintenance Inspection and Testing services in accordance with (IAW) manufacturer's instruction manuals and related references, applicable codes and standards. The full listing of the equipment schedule can be found in Section 6, titled Equipment Schedule. The contract shall be firm-fixed price.
2. NON-PERSONAL SERVICES:
The government shall neither supervise Contractor personnel nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the government assign work to, or prepare work schedules for, individual Contractor personnel. It shall be the responsibility of the Contractor to manage its personnel and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer immediately.
3. CONTRACTOR QUALIFICATIONS:
3.1 Contractor Technical Experience:
i. The Contractor shall demonstrate (5) years’ technical experience within the last 8 years in Electrical Switchgear Maintenance and Testing service performing as the prime contractor in accordance with the Statement of Work (SOW). The Contractor shall demonstrate in their technical approach proof of technical training and demonstrate track records of working experience in infrared inspection, testing, maintenance and repair of Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities performing as the prime.
The Contractor shall submit three (3) Contractor technical experience entries performing as the prime Contractor.
The Contractor technical experience entry shall include:
(a) dollar value,
(b) contract number,
(c) period of performance (year and month),
(d) point of contact (POC) name and title,
(e) POC phone number,
(f) POC email address,
(g) description of the work; and
(h) servicing agency.
Failure to demonstrate five year’s technical experience and submit three (3) Contractor technical experience entries performing as the prime Contractor shall result in Contractor’s technical quote as technically unacceptable.
3.2 Contractor Qualifications:
ii. The Contractor shall be a licensed master electrician. The Contractor shall be certified by the International Electrical Testing Association (NETA) or retain equivalent certification by the National Institute for Certification in Engineering Technologies (NICET) as senior certified technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.
iii. The Contractor shall submit with technical quote a copy of a current and valid electrical license (i.e., NEMA, NETA, NICET) by the close of the solicitation date.
iv. The Contractor shall submit a certificate by the International Electrical Testing Association (NETA) or retain equivalent certification by the National Institute for Certification in Engineering Technologies (NICET) as senior certified technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training by the close of the solicitation date.
4. PERSONNEL QUALIFICATIONS: The Contractor shall submit with technical quote a resume to show proof of personnel experience and a copy of a current and valid electrical license and certificate (i.e., NEMA, NETA, NICET) by the close of the solicitation date for the Master Electrician and any Service Technician(s).
1. Master Electrician:
a) The Master Electrician shall serve as the Project Manager and the Master Electrician. The Master Electrician shall be a licensed Master Electrician. The Contractor shall submit with technical quote a copy of a current and valid electrical license.
b) Master Electrician Technical Experience: The Master Electrician’s technical experience shall include Electrical Contracting service, repair, testing and maintenance of industrial and commercial electrical distribution systems and related components in healthcare, industrial, educational, and commercial facilities.
The Master Electrician resume shall demonstrate technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years within the last eight (8) years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances. The Contractor shall demonstrate the Master Electrician’s technical experience by submitting a resume with their technical quote at the solicitation due date. Failure to demonstrate the Master Electrician’s technical experience through a resume shall result in the technical quote being technically unacceptable.
c) Master Electrician Qualifications: The Master Electrician shall be certified by the National Electrical Testing Association (NETA) or National Institute for Certification in Engineering Technologies (NICET), a division of NSPE (National Society of Professional Engineers), equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Each crew shall have at least one NETA/NICET Senior Certified Technician. The Contractor shall submit proof of certification through a license or certificate with their technical quote at the solicitation due date. Failure to submit proof of certification of the Master Electrician through a license or certificate shall result in the technical quote as technically unacceptable.
d) The Master Electrician must be present at all times when work is being conducted. Contractors shall have safety trainings – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Contractor shall submit Master Electrician’s training certifications evidenced by a license or certificate with their technical quote at the solicitation due date. Failure to provide the training certifications shall result in the technical quote as technically unacceptable.
2. Service Technician:
a) The Contractor service technician(s) shall be properly trained and licensed staff in Electrical Contracting such as service, repair, testing and maintenance of industrial and commercial electrical distribution systems to perform the proposed work herein the SOW.
b) Service Technician Technical Experience: The Service Technician(s) shall demonstrate 3 years’ technical experience within the last 5 years as a service electrician having serviced, repaired, test, and maintenance three or more systems in healthcare, industrial, educational, and commercial facilities within three of the last 5 years.
Each of these systems shall have successful operation for three years or more. Contractor shall submit the Service Technician(s) resumes with technical quote to demonstrate proof of the Service Technician’s technical experience for all contractor assigned personnel and any replacement personnel for the MEDVAMC. The Contractor shall submit proof of evidence in resume to establish required technical experience and performance level with their quote by the close of the solicitation due date.
c) Service Technician Qualifications: The Service Technician(s) shall be certified by the National Electrical Testing Association (NETA) or National Institute for Certification in Engineering Technologies (NICET), a division of NSPE (National Society of Professional Engineers), equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. As shown on drawings 100-E 166 to E 177 and Chiller Plant Expansion E-4.01 to E-4.05. Buildings 101, 102,103, 104, 104A, 105, 105A, 106, 108, 109, 110, 114, 120, 121, 122, FH1, FH2 and storage building. Equipment to be scanned are all panels in mechanical rooms including normal and emergency bus ducts, terminations, cable connections and circuit breakers. All IR scanning shall be completed prior to scheduling preventive maintenance and repairs. Panel-board covers shall be removed for accurate scanning.
8. HOURS OF COVERAGE:
8.1 All work shall be conducted from Monday through Friday, from 8:00am to 4:30pm Central Standard Time excluding Federal holidays and unless other times are arranged in advance and approved in writing by the Contracting Officer’s Representative (COR) or the Contracting Officer (CO).
8.2 The government hereby provides notice and the Contractor hereby acknowledges receipt that government personnel observe the listed days as holidays:

8.2.1 The Federal government will also observe any day specifically declared in the President of the United States or any other day declared by the President of the United States to be a federal holiday. In addition to the days designated as Federal holidays, the government observes the following days:
• Any other day designated by Federal Statute
• Any other day designated by Executive Order
• Any other day designated by the President’s Proclamation
8.3 It is understood and agreed between the government and the Contractor that observance of such days by government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation shall be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.
8.4 Other Direct Costs Maintenance and Parts Rider: This contract shall include a $50,000.00 maintenance and parts rider to provide for normal hours, after hours, or emergency repairs of the equipment in Section 6-Equipment Schedule discovered during the execution of this contract. This is a not to exceed price.
• All repair work must be pre-approved in writing by the CO and COR. The COR alone does not have the authority to order services under this Contract Line Item Number (CLIN) without written approval from the CO. In the event the Contractor provides services under this CLIN on the direction of the COR without written approval from the CO, the Contractor shall bear the responsibility of this cost.
• This parts rider is not to be an assumed line item to the awardees contract.
• Response shall be within 24 hours of work request of impacted equipment
• All work done under this CLIN must first be approved in writing by the COR and the Contracting Officer.
The Contractor will submit a quote for all work done under this parts rider to the COR and the CO for approval prior to doing any of the work. The quote shall include a full cost breakout of labor, material, overhead, and profit. Supporting information must be provided for any material cost. The quote must be justified and approved by the CO prior to starting any work. The CO reserves the right to negotiate the Contractor’s quote in accordance with the Federal Acquisition Regulations. The CO shall issue written approval through email to the Contractor. When the work is approved and completed the Contractor shall submit to the COR a report of all work including total cost and detailing the work that was performed. Parts replaced under this contract shall be new OEM specifications and shall be warranted against defects in material and workmanship during the term of the contract or 90 days, whichever is longer. Parts replaced shall become the sole property of the government.
• The Contractor shall not perform any emergency services without written prior approval from the COR and the Contracting Officer. The Contractor shall submit an informal quote for any services under the Contract Line Item Number(s) to include supporting information such as quotes, overhead, profit, cost of material, etc. Only after written approval from the COR and Contracting Officer can the Contractor perform emergency services. The informal quote is due within 4 hours of the identified issue. The Contractor shall be prepared to perform the repair within 24 hours of the written approval from the COR and the Contracting Officer. Emergency repairs are not subject to overtime, travel, lodging, meals or transportation costs. Emergency repairs shall be billed at the same labor rate, overhead rate, and profit rate as actual services performed for this contract.
8.5 Parts: The Contractor shall furnish and replace parts to meet SOW requirements. The Contractor shall provide new OEM parts and components when providing maintenance and repair services as described herein. The Contractor shall have ready access to all parts, including unique and/or high mortality replacement parts. All replacement units, parts, components, and materials to be used in the maintenance, repair, and alteration of equipment shall be compatible with that of existing equipment on which it is to be used; shall be of equal or better quality than original equipment specifications; shall conform to the technical specifications and used in accordance with original design and manufacturer intent. Rebuilt parts, used parts or those removed from other equipment, shall not be installed without specific approval by the CO and COR. (The Contractor shall also list any excluded parts under the service contract).
8.6 Gray Market Prevention: Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for a services contract for maintenance of medical equipment (i.e. replacement parts) for the MEDVAMC. No remanufactures or gray market items will be acceptable. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed service contract for maintenance of an electrical distribution system (i.e.
replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment and/or services contract for maintenance of electrical distribution system shall be in accordance with the OEM terms and conditions.
The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.
Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discover of such items.
8.7 The Contractor shall not act outside of the scope of this contract without written approval from the Contracting
Officer.
9. DESCRIPTION OF WORK:
9.1 Tests will be conducted after 6 PM, unless other mutually agreeable times are selected. The Contractor shall investigate all conditions before proceeding with work.
9.2 The VA Engineering Service will coordinate the schedule for power shut down and the Contractor shall notify the VA at least 72 hours in advance of a planned shutdown. However, the schedule for a power shutdown may change as the working conditions change at the medical center.
9.3 The Contractor shall provide and install temporary air conditioning such as spot coolers, 40 each, to all patient care areas in building 100 during the scheduled power outages (i.e., Manufacturer's Instruction Manuals - Schneider Electric, Eaton Cutler Hammer, Asco, Russ Electric and General Electric).
9.4 The Contractor shall be responsible for implementing all final settings and adjustments in accordance with values specified by MEDVAMC 2017 Power Study.
9.5 The Contractor shall have a calibration program which maintains all applicable test instrumentation with rated accuracy.
9.6 The Contractor shall date calibration labels and calibration labels shall be visible on all testing equipment.
9.7 The Contractor shall provide a list of critical spare parts needed in case of emergency to the COR.
9.8 The Contractor shall obtain all necessary licenses and/or permits required to perform this work. The Contractor shall take all precautions necessary to protect persons and property from damage during performance of this contract. The Contractor shall be responsible for any injury to himself or his employees, or others, as well as for any damage to personal property that occurs during the performance of this contract that is caused by him/her or his/her employee’s fault or negligence.
9.9 All Contractor personnel and subcontractors shall wear a visible name and company identification when onsite.
When more than one person is onsite performing work under this contract, one must be designated as a supervisor and must be fully responsible for the work to be performed.
9.10 The Contractor personnel and subcontractors working onsite must wear the VA Contractor badge. The COR will be responsible for securing contractor badges for each contracted employee.
9.11 The Contractor shall provide all supplies, materials, equipment, qualified personnel, supervision, management, and transportation to perform all tasks as identified herein. All work is to be performed in accordance with the guidelines established by Federal, State, and local ordinances and JCAHO. The Contractor’s procedures and quality control procedures shall conform to these guidelines.
9.12 The Contractor personnel shall conduct their work so as not to interfere with the normal functioning of the facility and shall stop work if asked by CO and COR. Hours of work may need to be limited to daytime on units where patients sleep and nighttime in areas where patients would be exposed to risk by daytime work. The Contractor shall coordinate the hours of work as such with COR.
9.13 The Contractor shall take all precautions necessary to protect the lives and health of occupants of the building.
9.14 Work not able to be performed due to criticality of power shutdown or any other reason related to the working condition in the medical center shall be deducted at the unit rates in RS Means.
9.15 Test Report: The Contractor shall furnish three (3) hard copies and one (1) electronic copy of the completed test report to the COR/Government point of contact within thirty (30) days after completion of the preventive maintenance.
The test report shall include the following:
a. Summary of project.
b. Description of equipment tested.
c. Description of test.
d. Test results.
e. Conclusion, recommendations and cost estimates for repairs.
f. Appendix, including appropriate test forms.
Any electrical system component found defective shall be reported to the COR for immediate action.
10. PARKING: It is the responsibility of the Contractor personnel to park at the appropriate designated parking areas. The government does not validate or make reimbursement for parking violations of the contractor personnel under any circumstance.
11. SAFETY: Due to COVID, Contractors shall provide their own Personal Protective Equipment (PPE) to ensure their safety. Safety precautions shall include, but are not limited to the following requirements:
• Occupational Safety and Health Act (OSHA)
• Accident Prevention Manual for Industrial Operations, latest edition, National Safety Council
• Applicable State and Local Safety Operation Procedures
• VA Safety Practices and Policies, VAMC standard operating procedures, and any other Federal, State, and Local regulations pertaining to the equipment listed for this contract.

• NFPA 70E

13. INSPECTION AND TESTING PROCEDURES: The Contractor shall perform visual and mechanical inspections, testing, calibration and adjustment of the electrical equipment under this contract in accordance with but not limited to all applicable codes, standards, manufacturer instructions and specifications and as outlined in Paragraphs 12.1 through 12.7.
13.1 Transformers and Capacitor Banks
A. Visual & Mechanical Inspection
1. Inspect for physical damage, mechanical and electrical connections.
2. Compare equipment nameplate information with latest single line diagram and report discrepancies.
3. Verify proper auxiliary device operation such as fans and indicators in accordance with manufacturer's recommendations. Repair/replace as required.
4. Check tightness of accessible bolted electrical joints by calibrated torque method.
5. Perform specific inspection and mechanical test as recommended by manufacturer.
6. Make a close examination for shipping brackets or fixtures that may not have been removed during original installation. Ensure resilient mounts are free.
7. Make a close examination for the collection of dirt or other forms of material that may have collected in the windings or cabinets during normal operation. Any foreign material which may interfere with cooling or reduce clearances to ground shall be removed by using vacuuming equipment or other accepted methods.
B. Electrical Tests (Transformers Only)
1. Insulation resistance tests shall be performed winding-to-winding and winding-to-ground.
2. A dielectric absorption test shall be made winding-to-winding and winding-to-ground for ten (10) minutes.
The polarization index shall be computed.
3. Insulation power factor tests shall be made from winding-to-winding and from each winding-to-ground.
4. Individual exciting current tests shall be performed on each phase in accordance with established procedure.
5. Testing and Analysis of Insulating Oil
a. Insulating fluid samples should be taken on a clear day and when the temperature of the liquid is approximately equal to the outside ambient temperature to reduce the effects of condensation.
b. The liquid container used to take the sample should be a clean, dry glass bottle. The bottle should be filled and drained several times before a sample is taken.
c. The container should be sealed tightly with a clean glass or cork stopper (never rubber).
d. The sample shall be tested immediately. The sample should be carefully packed and marked, identifying the transformer number and location, and also whether it is "top" or "bottom" liquid sample. It shall be sent to a licensed testing laboratory.
Caution: Insulating oil should not be exposed to air, for periods exceeding one hour, to avoid decreases in its dielectric strength due to exposure to air, dirt and moisture.
6. A turns-ratio test shall be performed between windings.
7. Over potential test shall be made on all high and low voltage winding-to-ground.
8. Winding resistance tests shall be made for each winding at normal tap position.
9. Perform special tests and adjustments as suggested by manufacturer for fans, controls and alarm functions.
10. Measure for proper secondary voltage phase-to-phase and phase-to-ground after final energizing and prior to loading.
C. Test Values (Transformers Only)
1. Insulation resistance and absorption test voltage will be at 1000V DC. Results to be temperature corrected in accordance with insulation resistance conversion factors if specified.
2. The absorption test polarization index should be above 2.0 unless an extremely high value is obtained at the end of one (1) minute that, when doubled, will not yield a meaningful value with the available test equipment.
3. Power factor test values in excess of 1% Doble, and 2% IEEE should be investigated.
4. Winding resistance test results should compare within one percent (1%) of adjacent windings.
5. Turns ratio test results should not deviate more than one-half of one percent (0.5%) from calculated ratio.
6. Dielectric strength of transformer oil should be more than 25 KV.
13.2 Main Distribution Switchboards:
1. Inspect for physical, electrical, and mechanical condition.
2. Compare equipment nameplate information with latest single line diagram and report discrepancies.
3. Inspect for proper alignment, anchorage and grounding. All ground connections must be inspected and tightened if necessary. Inspect all bus connections for high resistance, use resistance or meter or check tightness of bolted bus joints by calibrated torque wrench method. Refer to manufacturer's instruction for proper foot-pound levels. If connections are not accessible an infrared survey should be made with system in operation to identify its resistance connections.
4. Key interlock systems shall be physically tested to insure proper function.
a. Closure attempt shall be made on locked open devices. Opening attempt shall be made on locked closed devices.
b. Key exchange shall be made with devices operated in off-normal positions.
c. The Contractor shall provide and install a functional Kirk key interlock system for M-T-M breakers at
MSG.
5. All doors and panels shall be inspected for paint defects, dents, scratches and fit.
6. Remove all foreign matter using a vacuum cleaner.
7. All active components shall be exercised.
8. All indicating devices shall be inspected for proper operations. Repair/replace if defective.
9. Breaker racking mechanisms shall be cleaned, lubricated and properly aligned.
B. Electrical Tests
1. Insulation Resistance Test Measure insulation resistance of each bus section phase-to-phase and phase-to-ground for one (1) minute. Test voltage and minimum acceptable values shall be in accordance with section 12.2.-C.2.
2. Over Potential Test Perform over potential test on each bus section phase-to-ground. Potential application shall be one (1) minute. Test voltage shall be in accordance with Paragraph 12.2.C-2. and/or manufacturer recommendations.
3. Control Wiring Insulation Test Measure insulation of control wiring to ground.
4. Control Wiring Performance Test Use the elemental diagrams of the metal clad switch gear to identify each remote control and protective device. Conduct tests as required to verify satisfactory performance of these control features.
C. Test Values
1. Bolt torque levels shall be in accordance with U.S. Standard Bolt torques for bus connections.
2. Insulation resistance test to be performed in accordance with the table below:

Values of insulation resistance less than manufacturer's minimum of KV +1 in Mg-ohms should be investigated. Over potential tests should not proceed until insulation resistance levels are raised to said minimum.
13.3 Molded Case Circuit Breakers:
1. Circuit breaker shall be checked for proper mounting conductor size and feeder designations.
2. Operate circuit breaker to insure smooth operation.
3. Inspect case for cracks or other defects.
4. Check tightness of connection with torque wrench in accordance with manufacturer's recommendations.
Use infrared to check for hot spots.
1. Contact resistance shall be measured.
2. Time-current characteristic tests shall be performed by passing 300% rated current through each pole. Trip time shall be determined.
3. Instantaneous pickup current shall be determined by run up of pulse method. Clearing times should be within 4 cycles or less.
4. Insulation resistance shall be determined pole-to-pole, across pole and pole-to-ground. Test voltage shall be
1000 Volts DC. Not applicable on breakers having Solid State Trip Units.
1. Contact resistance shall be compared to adjacent poles and similar breakers. Deviations of more than fifty percent (50%) shall be investigated.
2. Insulation resistance shall not be less than 50 Mg-ohms.
3. All trip times shall fall within the manufacturer's published time-current characteristic tolerance bands.
4. Any molded case circuit breaker that fails mechanical or electrical test shall be replaced by the Contractor.
Breakers will be provided by government.

13.5 Circuit Breakers - Low Voltage (AIR)
NOTE: Draw-out air circuit breakers shall be tripped open and withdrawn from the cell. Fixed mounted (bolted, etc.) circuit breakers shall be inspected and tested in place.
1. Inspect arc chutes and interphase barriers for cracking, burning, chipping and misalignment. A detailed listing shall be compiled of any interrupting components that have sustained damage or wear.
2. All contacts (main, arcing, auxiliary, etc.) shall be inspected for burning and pitting and will be cleaned, dressed adjusted for wipe, travel and pressure as required. Defective components shall be repaired or replaced, at the government's option, by the Contractor on a cost-plus basis.
3. Operating mechanisms and linkages shall be vacuum cleaned, lubricated and adjusted for proper operation, clearance, pressure and tension. A check shall be made to ensure that all retaining rings, pins, springs, cores, and bolts are in place, tightened properly and in good working order. Defective components shall be repaired/replaced, at the government's option, by the Contractor on a cost-plus basis.
4. Control and closing coils, shunt trip coils, charging motors, integral control relays and auxiliary switches and relays are cleaned, lubricated, adjusted and inspected to ensure that they are in proper working order. Defective components shall be repaired/replaced, at the government's option, by the Contractor on a cost-plus basis.
5. Primary disconnect stabs on draw-out circuit breakers are inspected for wear pitting or burning, cleaned and adjusted as required.
6. Circuit breaker frame, insulators and main copper details are vacuum cleaned of all extraneous foreign material (dust, dirt, carbon, moisture, etc.)
1. Contact resistance test shall be performed.
2. An insulating resistance test shall be performed on all insulation material from phase-tophase and from phase-to-ground using a megger type insulating tester except on solid state circuit breakers.
3. When re-calibrating of the circuit breaker is specified in addition to cleaning, adjusting and minor repair, the trip unit is tested by applying the necessary current required to cause the circuit breaker to trip open.
The time required to trip is compared to the characteristic curves and if required, adjustments are made to insure operation within the specified limits. Breakers are tested one phase at a time for the following values:
a. Long time delay armature pickup (this test will only be performed when it is possible to detect armature movement at minimum current values).
b. Long time delay timing test at three hundred percent (300%) of trip rating.
c. Long time delay resettable point (when required).
d. Short time delay minimum pickup value (+15%).
e. Short time delay timing check at one hundred fifty percent (150%) of trip rating. Solid state units at a value above one hundred twenty percent (120%) of trip rating.
4. Auxiliary protective devices, such as ground fault or under-voltage relays shall be operated to insure proper operation of short trip devices.
5. Circuit breakers with solid state trip units must be in accordance with manufacturer's instructions.
a. Primary injection recommended to evaluate complete trip circuit operations.
b. Secondary injection can be used for evaluating the electronic portion of the trip unit.
1. Contact resistance shall be determined in micro-ohms or millivolts. Value which deviate from adjacent poles or similar breakers by more than fifty percent (50%) should be investigated.
2. Insulation resistance shall not be less than fifty (50) mega-ohms.
3. Minimum pickup current, trip times and instantaneous pickup values shall be adjusted to design specifications. Test values should fall within manufacturer's published time-current characteristic tolerance band.
13.6 Infrared Scanning of Electrical Equipment:
1. Inspect for physical, electrical and mechanical condition.
2. Visual inspection for bus alignment.
3. Remove all necessary covers prior to scanning.
