About this file

This is a Request for Quote (RFQ) for antenna maintenance services issued by the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), for the Federal Regional Center-4 located at Mt. Weather, Virginia. The RFQ was issued on July 20, 2026, with a quote submission deadline of July 30, 2026, at 12:00 PM local time. The contracting officer is Ms. Erin Cotter, and quotes must be firm-fixed pricing with 30-day validity after submission. The Government's desired completion time is 45 days or sooner after receipt of order (ARO), though offerors may propose alternative timelines. Funding has been secured in an amount equal to or greater than the Independent Government Cost Estimate (IGCE).

Offerors must submit proposals addressing three evaluation factors: (1) Technical Approach, describing methodologies and processes for accomplishing Statement of Work requirements; (2) Past Performance, with three references for relevant services performed within the past three years, including project descriptions, contract numbers, periods of performance, client agencies, work product summaries, and client contact information; and (3) Price, with a detailed cost breakdown showing labor, travel, material costs, and other direct costs. Additional required information includes delivery timeline, FOB terms (with FOB Destination preferred), UEI number, and applicable GSA contract number. Award will be made to the lowest-priced, technically acceptable proposal, with only one award resulting from this RFQ. Price evaluation will employ FAR 15.404-1 proposal analysis techniques, including comparison of proposed prices to historical prices, published price lists, market research, and the Government's independent cost estimate.

You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW). The Government requests pricing for the services listed in the SOW to be in effect thirty (30) days after the date of your RFQ response. Factor 3: Price

EVALUATION CRITERIA:

Factor 1: Technical Approach

• The Government will evaluate the Offeror’s technical methodologies, techniques, processes, plans and other information for accomplishing SOW technical requirements.

Factor 2: Past Performance

• Past Performance will be evaluated to determine that references provided demonstrate the vendor’s capability to perform services outlined in the SOW.

Factor 3: Price Cost/Price will be evaluated to ensure that the final agreed-to price is fair and reasonable. In evaluating price, the Government will follow the proposal analysis techniques from FAR 15.404-1.

Examples of such techniques include, but are not limited to the following:

• Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price.

• Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial items including those “of a type” or requiring minor modifications.

• Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.

• Comparison of proposed prices with independent Government cost estimates.

• Comparison of proposed prices with prices obtained through market research for the same or similar items.
